Ethnic favoritism refers to a situation where coethnics benefit from patronage and public policy decisions, and thus receive a disproportionate share of public resources, when members of their ethnic group control the government. It has been argued by historians, political scientists, and economists that this phenomenon has hampered the economic performance of many countries, particularly in Africa
Autocrats in many developing countries have extracted enormous personal rents from power. In addition, they have imposed inefficient policies including pervasive patronage spending. I present a model in which the presence of ethnic identities and the absence of institutionalized succession processes allow the ruler to elicit support from a sizeable share of the population despite large reductions in welfare. The fear of falling under an equally inefficient and venal ruler that favours another group is enough to discipline supporters. The model predicts extensive use of patronage, ethnic bias in taxation, and spending patterns and unveils a new mechanism through which economic frictions translate into increased rent extraction by the leader. These predictions are consistent with the experiences of bad governance, ethnic bias, wasteful policies, and kleptocracy in post‐colonial Africa.
We studied an underutilized source of data on legislative effectiveness and exploited its panel structure to uncover several interesting patterns. We found that effectiveness rises sharply with tenure, at least for the first few terms, even when we control for legislators' institutional positions, party affiliation, and other factors. Effectiveness never declines with tenure, even out to nine terms. The increase in effectiveness is not simply due to electoral attrition and selective retirement, but to learning‐by‐doing. We also found evidence that a significant amount of “positive sorting” occurs in the legislature, with highly talented legislators moving more quickly into positions of responsibility and power. Finally, effectiveness has a positive impact on incumbents' electoral success and on the probability of legislators moving to higher office. These findings have important implications for arguments about term limits, the incumbency advantage, and seniority rule.
We study the design of randomized controlled experiments in environments where outcomes are significantly affected by unobserved effort decisions taken by the subjects(agents). While standard randomized controlled trials (RCTs) are internally consistent, the unobservability of effort provision compromises external validity. We approach trial design as a principal-agent problem and show that natural extensions of RCTs -which we call selective trials-can help improve the external validity of experiments. In particular, selective trials can disentangle the effects of treatment, effort, and the interaction of treatment and effort. Moreover, they can help experimenters identify when measured treatment effects are affected by erroneous beliefs and inappropriate effort provision.
