Changes in the structure and fragmentation of land plots, arising from the process of privatization and restitution, as well as from the realization of large-scale infrastructural projects in Southeast Europe and similar, actualize problems in terms of intensive agricultural production, and aesthetic and functional spacing design. The need for initiating new projects regarding land consolidation cycles is increasing with the aim to solve spatial, environmental, and strategic issues in agriculture, as well as to provide appropriate conditions for the application of modern land treating methods. However, land consolidation projects are very complex, long-lasting and financially very demanding. To minimize risk and exclude the possibility of inadequate selection methods, this paper describes the methodology for integrated assessment, which allows decision making on the basis of two or more methods. Per integrated assessment methodology, this study includes several multi-criteria analysis methods, which do not exclude the possibility of integrating other methods. The results obtained in this study are not only beneficial to the South-Eastern Europe region, but also to all countries where land redistribution is expanding.
The Municipality of Velika Plana has been taking serious steps when it comes to initiating land consolidation projects which help realize the land reclamation projects in the simplest way. Whit the aim of obtaining the base for carrying out land reclamation projects, this work deals with and presents the survey of the hydrographic features of Municipality of Velika Plana, as well as, water regime and the river basin of the Velika Morava River. Based on measuring data obtained at Ljubicevski most, water gauge survey station we have performed and presented the analysis of the distinctive annual flow over a longer period of time as well as the analysis related to the changes in parameters which occur on an annual basis. On the basis of performed analysis we have been able to determine the amounts of water for irrigation available in the Velika Morava River basin at the territory of Velika Plana, which was the main focus and objective of this research.
Preliminary notesThe essential issues relevant for decision-making on the initiation, evaluation, selection and implementation of land consolidation project shall be considered in this paper. In case of limited resources decision-making about their allocation must be made after multivariate analysis and in order to maximize the effects of investment. Reduction of wrong decision-making risk requires consideration of a number of issues critical for land consolidation projects. This paper shall discuss the issues of importance for proper decision-making process for the selection of land consolidation projects. Smanjenje rizika donošenja pogrešnih odluka zahtijeva razmatranje niza kritičnih pitanja za uspeh projekata u području komasacije. U radu se razmatraju pitanja od značaja za pravilno odlučivanje pri izboru komasacijskih projekata.
Land consolidation (LC) is an activity that brings numerous benefits to rural areas. However, being resource demanding, the LC requires a decision on where it should be provided or where the limited resources should be distributed in order to maximize its effects. In order to avoid the subjective decision maker’s preferences, optimization methods for identifying the priorities are recommended. Bearing in mind that every optimization method could give different results, we proposed the utilization of multiple optimization methods for ranking the cadastral municipalities which are candidates for providing LC. In this research, the main aim was to find if it is possible to avoid the subjective decision making in cadastral municipalities (CM) as a candidate for LC ranking by utilizing the statistical approach. Additionally, in this research, the analysis was provided, varying the number of optimization criteria. In this research, two assumptions were adopted: (1) every single optimization method has the same weight, and (2) the differences between different ranks are results of random errors. After determining the average ranking of a certain cadastral municipality, its interval of ranking is calculated by using the Student’s distribution. Cadastral municipalities that belong within the interval of available resources are candidates for providing LC. In the case study, fifteen cadastral municipalities were researched, including eight and ten criteria for optimization, and results showed that there are significant differences between ranks of cadastral municipalities varying depending on the method utilized.
