SummaryAn estimated 19% of the world's 9,856 extant bird species are migratory, including some 1,600 species of land-and waterbirds. In 2008, 11% of migratory land-and waterbirds were classed by BirdLife International as threatened or near-threatened on the IUCN Red List. Red List indices show that these migrants have become more threatened since 1988, with 33 species deteriorating and just six improving in status. There is also increasing evidence of regional declines. Population trend data show that more Nearctic-Neotropical migrants have declined than increased in North America since the 1980s, and more Palearctic-Afrotropical migrants breeding in Europe declined than increased during 1970-2000. Reviews of the status of migratory raptors show unfavourable conservation status for 51% of species in the African-Eurasian region (in 2005), and 33% of species in Central, South and East Asia (in 2007). Land-use change owing to agriculture is the most frequently cited threat affecting nearly 80% of all threatened and nearthreatened species. However, while agricultural intensification on the breeding grounds is often proposed as the major driver of declines in Palearctic-Afrotropical migrants, some species appear to be limited by the quantity and quality of available habitat in non-breeding areas, notably the drylands of tropical Africa. Forest fragmentation in breeding areas has contributed to the declines of Nearctic-Neotropical migrants with deforestation in non-breeding areas another possible factor. Infrastructure development including wind turbines, cables, towers and masts can also be a threat. Over-harvesting and persecution remain serious threats, particularly at key migration locations. Climate change is affecting birds already, is expected to exacerbate all these pressures, and may also increase competition between migratory and non-migratory species. The conservation of migratory birds thus requires a multitude of approaches. Many migratory birds require effective management of their critical sites, and Important Bird Areas (IBAs) provide an important foundation for such action; however to function effectively in conserving migratory species, IBAs need to be protected and the coherence of the network requires regular review. Since many migratory species (c. 55%) are widely dispersed across their breeding or nonbreeding ranges, it is essential to address the human-induced changes at the wider landscape scale, a very considerable challenge. Efforts to conserve migratory birds in one part of the range are less effective if unaddressed threats are reducing these species' populations and habitats elsewhere. International collaboration and coordinated action along migration flyways as a whole are thus key elements in any strategy for the conservation of migratory birds.
Increased use of annual payments to land managers for ecological outcomes indicates a growing interest in exploring the potential of this approach. In this viewpoint, we drew on the experiences of all schemes paying for biodiversity outcomes/results on agricultural land operating in the EU and EFTA countries with the aim of reviewing the decisive elements of the schemes' design and implementation as well as the challenges and opportunities of adopting a results-based approach. We analysed the characteristics of results-based schemes using evidence from peer-reviewed literature, technical reports, scheme practitioners and experts in agri-environment-climate policy. We developed a typology of the schemes and explored critical issues influencing the feasibility and performance of results-based schemes. The evidence to date shows that there are at least 11 advantages to the results-based approach not found in management-based schemes with similar objectives, dealing with environmental efficiency, farmers' participation and development of local biodiversity-based projects. Although results-based approaches have specific challenges at every stage of design and implementation, for many of these the existing schemes provide potential solutions. There is also some apprehension about trying a results-based approach in Mediterranean, central and eastern EU Member States. We conclude that there is clear potential to expand the approach in the European Union for the Rural Development programming period for 2021-2028. Nevertheless, evidence is needed about the approach's efficiency in delivering conservation outcomes in the long term, its additionality, impact on the knowledge and attitudes of land managers and society at large, development of ways of rewarding the achievement of actual results, as well as its potential for stimulating innovative grassroots solutions.
Summary 1. The conservation of biodiversity depends upon both policy and regulatory frameworks. Here, we identify priority policy developments that would support conservation in the UK in the light of technological developments, changes in knowledge or environmental change. 2. A team of seven representatives from governmental organizations, 17 from non‐governmental organizations and six academics provided an assessment of the priority issues. The representatives consulted widely and identified a long‐list of 117 issues. 3. Following voting and discussion during a 2‐day meeting, these were reduced to a final list of 25 issues and their potential policy options and research needs were identified. Many of the policies related to recent changes in approaches to conservation, such as increased interest in ecosystem services, adaptation to climate change and landscape ecology. 4. We anticipate that this paper will be useful for policy makers, nature conservation delivery agencies, the research community and conservation policy advocates. 5. Although many of the options have global significance, we suggest that other countries consider an equivalent exercise. We recommend that such an exercise be carried out in the UK at regular intervals, say every 5 years, to explore how biodiversity conservation can best be supported by linked policy development and research in a changing world. 6. Synthesis and applications. Opportunities for policy development were prioritized and for each of the top 25 we identified the current context, policy options and research questions. These largely addressed new issues relating to developing topics such as ecosystem services, landscape planning and nanotechnology. We envisage that this will largely be used by researchers wishing to make a contribution to potential policy debates.
