Few have studied differences between how women and men lead, particularly at the local level. This article addresses this gap by reporting the results of a unique study of 192 female mayors and 192 male mayors in cities with populations of over 30,000 to consider whether the female mayors emphasized different policy issues and whether the women in local leadership created alternative decision-making processes in allocating resources. Overall, the results show similarities on policy issues, the use of power, and budget issues. However, some key gender differences emerge. Female mayors were far more willing to change the budget process, be more inclusive, and seek broader participation. Finally, more women mayors than men were willing to admit fiscal problems and discuss changes in their goals. Women mayors were also more likely than their male counterparts to believe that women face gender-based obstacles in the exercise of leadership.
Road traffic crashes and injuries constitute a major health, economic and developmental challenge for many African countries. With only 4% of the world's motor vehicles, African roads witness more than 10% of the world total collision fatalities. With further motorisation, the number of road traffic crashes, injuries and fatalities are expected to grow. This study updates on the status, trends, causes, countermeasures and issues in traffic safety in African countries by reviewing studies published in the past 12 years. The study found that traffic fatalities continued its upward trend in recent years. Similar to those in motorised countries, the study identified that human behaviour and incapacitation account for more than 85% of the contributing factors reported by police in Africa. Unlike in developed countries, the victims of traffic casualties are primarily vulnerable road users. Pedestrians alone account for more than 40% of the total fatalities on African roads. Limited countermeasures were reported in the literature. The outcomes of these programmes are mixed and the research methods have inconsistent validity. Investigation in the feasibility of transferring proven programmes from motorised countries is suggested as an efficient measure for traffic safety improvement.
This study investigates how community characteristics, student background, school climate, and zero-tolerance policies interact to affect school crime. The study articulates and fits a school crime model to 712 high schools participating in the 2000 School Survey on Crime and Safety, confirming that school location and student socioeconomic status have moderate effects on school crime. Much of the contextual effects are mediated via school climate. School climate reflected by school size, student mobility, and student misbehavior affect school safety in profound and predicted ways. Larger size and schools with higher student transience and misbehavior predict higher levels of criminal incidents. School security program is correlated with lower school crime; however, the effect is small and nonsignificant. Tough on crime policy is associated with higher level of school crime, controlling for community and school variables. Consequently, a positive school climate in combination with necessary security control is recommended to improve school safety and reduce school crimes.
