From the time of the 1978 President's Commission on Mental Health to the Surgeon General's (2001) and the President's New Freedom Commission (2003) reports, ethnic disparities in mental health have been nationally publicized. The disparities concerned the unmet mental health needs of members of ethnic minority groups (i.e., African Americans, American Indians, Asian Americans, and Latino[a]s). The reports concluded that the 329
