How individuals perceive the safety of their public drinking water influences whether they reach for the tap to quench their thirst, or an alternative such as bottled water or a sugary drink. In turn, mistrust of drinking water quality and subsequent reliance on alternative beverage sources can adversely impact health, welfare and the environment. Using data from the 2013 American Housing Survey, we provide the first national, rigorous assessment of individuals’ perception of their public drinking water supply. We found strong evidence that perception of water quality is most influenced by individual and household indicators of socioeconomic status – education level, household income, racial or ethnic minority status, and most importantly foreign-born nativity, especially from Latin America. By contrast, our findings provide little indication that perception is tied to known built environment or neighborhood risk factors affecting water safety and quality. We outline the implications of our findings for proponents of enhanced tap water consumption, including public drinking water systems, county public health agencies, and particularly for environmental justice non-profits.
Safe and secure water is a cornerstone of modern life in the global North. This article critically examines a set of prevalent myths about household water in high-income countries, with a focus on Canada and the United States. Taking a relational approach, we argue that household water insecurity is a product of institutionalized structures and power, manifests unevenly through space and time, and is reproduced in places we tend to assume are the most water-secure in the world. We first briefly introduce "modern water" and the modern infrastructural ideal, a highly influential set of ideas that have shaped household water provision and infrastructure development over the past two centuries. Against this backdrop, we consolidate evidence to disrupt a set of narratives about water in high-income countries: the notion that water access is universal, clean, affordable, trustworthy, and uniformly or equitably governed. We identify five thematic areas of future research to delineate an agenda for advancing scholarship and actionincluding challenges of legal and regulatory regimes, the housing-water nexus, water affordability, and water quality and contamination. Data gaps underpin the experiences of household water insecurity. Taken together, our review of water security for households in high-income countries provides a conceptual map to direct critical research in this area for the coming years.
Using 2015 American Housing Survey data, this study generates the first national estimates of the use of drinking water alternatives among households who perceive their tap water to be unsafe. Multivariate regression models examine factors influencing both perception of tap water and the choice of tap alternatives. We find that minority households more commonly perceive their tap water to be unsafe and choose bottled water when they perceive the tap as unsafe. While perception of unsafe tap water is most prevalent among Hispanic households, among the population perceiving their tap to be unsafe, Black households more commonly buy bottled water. We estimate the minimum annual expenditure by all U.S. households who perceive the tap as unsafe and buy bottled water to meet necessary consumption standards at $5.65 billion annually. Novel secondary treatment interventions and education campaigns are needed to address the perception of tap water as unsafe and consequent alternative source reliance, while additional research is needed to document the active trade‐offs households make to manage their water sources, and to better understand determinants of the perception of tap water as unsafe within minority groups.
