Firstly summarized and analyzed the existing model and algorithm of traffic control and dynamic traffic assignment (DTA) synergy. Then Combined with integrative modeling of traffic control and DTA characteristics proposed a traffic control and DTA synergy strategy and structure, created a synergy model and optimization algorithm based on system hierarchical control theory, built area traffic state identification function and according to the function confirm collaborative time.
