Interregional cooperation is a complex system of interconnected processes, which has begun to develop for a very long time and in the last five years, and has become relevant. This fact is also confirmed by the fact that the Association Agreement between Ukraine and the European Union includes a norm on the comprehensive development of interregional cooperation in the strategic perspective and, in most economic and legal issues; it relies on the experience of the European countries, such as Germany and Italy. Studying the world experience and identifying common economic and legal trends in the partnership implementation between regions could help Ukraine to introduce this process in practical terms and possibly avoid the most popular problems in this area. The sphere of interregional cooperation is not only economic sphere; it is a consolidation of the social sphere, economic and ecological, which is the embodiment of sustainable development of each region and the country as a whole. Value / originality. The research presents an analysis of interregional partnership in some European countries (Germany and Italy). The work compares the experience of interregional dispute implementation between the countries based on the strategic documents in this area that are related to sustainable development. Specific statistical and methodological examples of socio-economic development of the above-mentioned countries are presented in the process of establishing interregional ties. The comparative analysis of strategic subregion elements of interregional cooperation are presented and the results of the analysis by means of interval estimation are ranked. Recommendations on implementation the European experience in interregional cooperation for sustainable development in Ukraine are given. For the first time in Ukraine, the sphere of interregional partnership is analyzed not only in the light of the economy, but also through a comprehensive consideration of its economic and legal preconditions. It is expedient to use this approach, because it could be used for calculating not only the economic trends of the development of this sphere of cooperation, but also for paying attention to its legal regulation (due to the Association Agreement between Ukraine and the EU, in which interregional cooperation is one of the central places for sustainable development). Subsequently, based on these results, it would be possible to develop practical recommendations for the harmonization of Ukrainian legislation in accordance with EU legislation, which would include the economic mechanisms for the functioning of interregional cooperation and sustainable development in Ukraine. The research was conducted on the basis of the analysis of the current legislation, statistical data of the state authorities of Ukraine and program documents containing strategies of development of electric power industry of Ukraine and Poland. The purpose of the work is to determine the directions of developing the public mechanisms of financial support in electricity of Ukraine and Poland within cross-border cooperation. The study is logically built in terms of coverage of three areas, in particular, the analysis of the domestic electricity market of Ukraine (which conducts a critical analysis of the structure and volume of electricity in the UES of Ukraine); analysis of the compatibility of the principles of Ukrainian electricity legislation with the principles of the third EU energy package (which focuses on maintaining certain elements of non-market pricing that distort competition in the new model of the electricity market of Ukraine) and the imperative of cross-border cooperation between Ukraine and Poland which outlines them main tasks in the field of law and economics, the solution of which is necessary to create a transnational exchange market of Ukraine and Poland in the implementation of the Energy Strategy of Ukraine in the context of integration of the UES of Ukraine with the European energy system). The results obtained allow to determine the effective directions of public administering financial support of cross-border cooperation between Ukraine and Poland in electricity and possible forms and directions of its implementation.

Особливістю реформування правового регулювання господарської діяльності в Україні є одночасний вплив на цей процес додаткових зовнішніх факторів -умов Угоди про асоціацію між Україною, з однієї сторони, та Європейським Союзом, Європейським Співтовариством з атомної енергії і їхніми державами-членами, з іншої сторони, та положень ратифікованих міжнародних угод та договорів у економічній сфері.Виходячи з цього набуває актуальності питання щодо механізму забезпечення сталого балансу приватних та публічних інтересів у господарсько-правовому регулюванні, який має враховувати також зовнішні фактори впливу, а також визначення критеріїв, за якими має оцінюватися такий баланс при здійсненні регуляторної діяльності у сфері господарської діяльності.Проблемам методології господарсько-правового забезпечення балансу публічних та приватних інтересів приділялась увага у працях В. К. Мамутова, Г. Л. Знаменського та ін., якими була розроблена концепція модернізації господарського законодавства на базі Господарського кодексу України [1, c. 5-16]. І. Ф. Коваль досліджувалися теоретичні аспекти пошуку такого балансу у правовому регулюванні промислової власності [2, c. 70-77].
The research deals with the relationship of private and public interests that are implemented in intellectual property relations and balance of these interests in mechanism of protection. This study uses the complex of main known methods of scientific knowledge: historical legal, forecasting, hermeneutical semantic, structural functional, logical semantic, dogmatic, complex analysis, system structural, comparative. The purpose of the study is determining the scope, content and relationship of interests in the intellectual property relations, justifying the conceptual foundations of balancing these interests in the management of intellectual capital through the legal regulation and economic mechanisms. The authors conclude that efficient functioning of intellectual property relations in terms of their scope, content and relationship of interests can be ensured only by means of legal regulation, which organically combines dispositive and imperative principles. The interdependence of such principles determines the key basis of the legal regulation of intellectual property management and should be reflected in all aspects of the development of intellectual property relations, in particular, the grounds for their emergence, change, termination, subject composition, conceptual distinguishing features of legal relations of right holders, etc.
The article discusses the implementation of the principle of equal rights in the context of the COVID-19 pandemic in Ukraine. The peculiarities of applying this principle in relation to human rights and the rights of companies have been investigated. The article analyzes the state of compliance with the principle of equal rights in the diagnostics (testing) and treatment of different categories of patients in territories with different legal regimes. The study revealed de jure violations of equality in the normative definition of categories of citizens entitled to free testing, as well as de facto discrimination of citizens based on their place of residence when they cross the demarcation line between the controlled and uncontrolled territory of Ukraine. The state of ensuring equal economic rights of companies and an acceptable level of competition in the event of quarantine measures have been investigated. The general parameters of the relationship between the state and business and the limits of state intervention in entrepreneurial activity in the context of the pandemic have been determined. Characteristic features of discrimination against certain categories of the population and companies due to the establishment of quarantine have been revealed.
