An equal and high-quality partnership between public and private sectors is essential to the sustainable development of public–private partnership (PPP) projects. However, in the special social circumstance in China, the public sector has a strong voice in PPP projects. According to the existing research on PPP project failure, the government's dishonest performance and negative cooperative attitude and the private sector's speculative behavior of concealing information will lead to termination or even failure of project. The attitude and behavior that reflect the relationship orientation of public sector may determine whether the private sector adopts an opportunistic behavior. However, few studies have revealed the mechanism of relationship orientation on opportunism in PPP projects. This paper proposes the connotation of the public sector's relationship orientation and designs a measurement scale from three aspects: emotional relationship orientation, instrumental relationship orientation, and rent-seeking relationship orientation. Based on the data from large construction enterprises, financial institutions and investors, and scholars with practical experience in PPP projects, this paper explores the mechanism of the public sector's relationship orientation on the private sector's justice perception and opportunistic behavior by using the structural equation model (SEM). The results show that the public sector's relationship orientation significantly affects the formation and development of the private sector's justice perception and opportunistic behavior, justice perception plays a mediating role in the process of relationship orientation acting on opportunistic behavior, and the instrumental relationship orientation is more conducive to reducing the opportunistic behavior. The results provide new ideas for changing the public sector's concept and attitude and regulating behavior in PPP projects.
In China, the government is not only responsible for the supply of local public facilities and services, but also the maker of public-private-partnership (PPP) policies and systems, and has a greater voice in PPP projects. The attitude and behavior of the government are essential to the sustainable development of PPP projects. This research focuses on the deep-seated connotation of the external attitude and behavior of the government, that is, the impact mechanism and path of the government’s relation orientation on project sustainability. First, enrich the connotation of the government’s relation orientation, project sustainability, and project governance, and improve the measurement scale. Then, construct a structural equation model, collect data through questionnaires, and explore the path of the government’s relation orientation on project sustainability. The research results show that: (1) different relation orientations have different effects on project governance and project sustainability, among which instrumental relation orientation and rent-seeking relation orientation will directly affect project sustainability; (2) relationship governance and contract governance play different mediating roles. The research results provide new ideas and perspectives for improving project governance mechanisms and project sustainability in the practice of PPP projects in China.
In recent years, the disorderly development of local government debt financing and local government financing platforms (GFP) in China has brought huge government debt risks. In order to control the debt increment caused by illegal financing of the GFP, the state has issued a series of documents. Under the new economic form, how to determine the position, choose the road, and plan the path of market-oriented development for high-quality economic development is critical to the GFP. This paper is committed to solving the key points and transformation paths of market-oriented transformation of the GFP. (1) On the basis of literature research, it analyzes the necessity, feasibility, and current transformation difficulties of market-oriented transformation of the GFP. (2) It defines the concept of the GFP and the concept of market-oriented transformation of the GFP. (3) It collates and analyzes the real cases of market-oriented transformation of four local government (county-level and above) financing platforms, studies the key points of transformation, and systematically summarizes the path of market-oriented transformation from three aspects: the goal, work plan, and implementation scheme of transformation and development. (4) Based on the idea of finding problems, diagnosing problems, optimizing, and improving, we put forward optimization strategy suggestions.
The rapid development of e-government has profoundly changed the traditional public relations model. Taking the police portal as the background, this paper explores the internal logic between it and police trust in the context of widespread electronic application from the perspective of public transparency perception, and proposes strategies to enhance public transparency perception and police trust to constitute the research objectives. This paper conducts an empirical test with people's perception of transparency as the main effect, people's satisfaction with e-government as the mediating effect, and people's computer literacy as the moderating effect. It is found that: Firstly, people's perception of transparency is positively related to police trust. Secondly, people's satisfaction with e-government has a partial mediating effect on the relationship between people's perception of transparency and police trust. Thirdly, computer literacy plays a moderating role in people's perception of transparency and police trust. This paper verifies the above influencing factors and provides theoretical support and policy input for the subsequent construction of police trust and the promotion of sustainable development of egovernment.
