Various authors have identified the potential relevance of innovation system approaches for inclusive innovation, that is, the means by which new goods and services are developed for and by the poor. However, it is still a question how best to operationalize this. Innovation platforms (IPs) represent an example of putting an inclusive innovation system approach into practice by bringing different types of stakeholders together to address issues of mutual concern and interest with a specific focus on the marginalized poor. This paper explores the formation and functioning of IPs with the aim of providing lessons on the conditions and factors that play a role in making them effective. The study shows the importance of social organization, representation, and incentives to ensure a 'true' participatory innovation process, which is based on demand and embedded in the context. Critical to this is a flexible planning process stimulating incremental change through so-called innovation bundles (i.e. combinations of technological, organizational, and institutional innovations) and reflexive learning (systematically challenging constraining factors). Furthermore, local institutions embedded in norms and values are crucial to understand people's decisions. Due to weak linkages between value chain actors, innovation brokers have a vital role in facilitating the innovation process. Overall, IPs are a promising model for inclusive innovation, but they require a careful assessment of and adjustment to the institutional context.
Background:In sub-Saharan Africa (SSA), impact evaluation has been used to assess whether agricultural extension interventions have brought the intended result or to establish causal linkages between interventions and outcomes. However, there is some scepticism about the validity and reliability of the results of the impact evaluation reports due to some contradictory and exaggerated results.Objectives: This article analyses some impact evaluation studies conducted in SSA as to why contradictions and exaggerations are manifested in some reports and what would be the future prospects of impact evaluation of agricultural extension programmes in the region.Methods: Impact evaluation reports and results of agricultural extension programmes from 10 SSA countries were reviewed and analysed based on impact evaluation principles and theories. Results:The results show that most of the evaluations reported positive impacts. There are also conflicting reports on extension performance. The fact that the overwhelming majority of impact evaluation reports claim positive extension impacts is not in line with the reports on agricultural productivity growth in the region. There are various reasons for overestimated impacts and contradictory results, which include use of poor impact evaluation methodologies, lack of reliable data and insufficient capacity to conduct rigorous impact evaluations. Conclusion:Due to these challenges and the shift in agricultural research and extension approaches, it is recommended that rather than investing effort in trying to prove impact, greater attention should be given to improving impact as well as using other innovative monitoring and evaluation (M&E) and learning tools that consider the dynamic nature of agricultural development.
Collective action in agriculture and natural resource management (NRM) is all too often conceptualised in terms of the mere number of participants, with little consideration given to who participates, why and the outcomes of inequitable participation. This paper focuses on approaches under development under the African Highlands Initiative to bring collective action principles to bear on gender-equitable change processes in NRM. A framework for assisting research and development organisations to evaluate the effectiveness of collective action processes in watershed management is proposed. The authors then use a set of case studies to illustrate the relative strengths and weaknesses of different approaches for enhancing gender-inclusive and equitable collective action processes for activities common to multiple stages of watershed management: structuring the community interface, eliciting views and governing benefits capture. Use of the framework to analyse these cases demonstrates the utility of breaking collective action down into its component dimensions when assessing the relative strengths and weaknesses of different approaches. The highlands of Eastern Africa are characterized by high population densities and tightly coupled interactions between adjacent landscape units and users. Effective formal or informal natural resource governance is necessary to mitigate the potential negative social and environmental effects of individuals' behavior. Yet many natural resource management and development problems that require or benefit from collective solutions remain unresolved (German et al. Environ Dev Sustain 8: 535-552, 2006a; German et al. 2006b; German et al. Q J Int Agr 47(3): 2008). We argue that many of the more intractable problems in improving governance stem from the tradeoffs that underlie them, which may include a loss of livelihood options for at least some households, leading to governance break down. Following a brief introduction to natural resource management and governance in Eastern Africa, we analyze the results of participatory by-law deliberations by distilling the restrictions proposed governance reforms pose to certain local stakeholders. We recommend that future policy for improved landscape governance couple institutional reforms with livelihood alternatives that reduce the burden of good governance on households.
