In advanced economies, the acceleration of scientific and technological progress, the introduction of innovations are connected with the opportunities for developing the knowledge economy, commercialization of technologies and innovation transfer networks. The current stage of scientific and technical progress takes place in conditions of dynamic global competition and at the same time requires cooperation and collaboration. This paper aims to determine the dependence of economic development on indicators characterizing the potential of a country’s knowledge economy and transfer of innovations. The study focuses on finding ways to assess the impact of the potential of the country’s scientific and educational activities on innovative development using the characteristics of the “business-education-science” system in the field of innovation transfer. The methodological research tools are the abstract-logical method and correlation-regression analysis, which allowed establishing relevant links between the indicators of the development of education, science and the economy in the context of the knowledge economy and the transfer of innovations for Ukraine and European countries in the period 2016–2021. It was found that in many countries of the “new” Europe (Bulgaria, Greece, Lithuania, Latvia, Estonia, Slovakia, Slovenia, Cyprus, Malta, Portugal), as well as in Ukraine, the trend of independence of GDP growth from indicators of the development of science and education is maintained. At the same time, the countries of “old” Europe maintain their innovative progress at a high level, investing in science-intensive activities, infrastructure and the R&D sector. The results can be used to improve the efficiency of innovation transfer in Ukraine, for which the paper provides relevant recommendations.
The consumer market, the production process is focused on the target group of end consumers, which contributes to a freer choice of the marketing strategy of the enterprise. It is proved that the economic mechanism of the formation of distribution systems of enterprises is a system of interaction of sets of factors of an economic and organizational nature, subjects of mediation of their actions and means of influence, taking into account signs of belonging to the internal or external environment, directly influencing or participating in the process of forming a distribution system of products. The optimal management system of a modern enterprise in the food market should be based on a symbiosis of marketing strategic and financial planning. This will allow solving simultaneously a number of tasks of the company's management, namely, adequate and prompt response to changes in the external environment. The authors have identified the means of influencing the formation of marketing, commercial and logistics components of enterprise product distribution systems can be quite deeply differentiated, because the practical implementation of management decisions requires the involvement of a wide range of production and sales tools, which means that they can be specified only for the conditions of a particular enterprise.
The article considers the features of research and collection of statistical and analytical information on the total expenditures of households, in particular the level of their consumption and savings. It has been stated that households have not been given due attention in the economic sphere for a long time, although they are integral subjects of the economic system. This still affects the quality of the information received and, accordingly, the conclusions and recommendations. Emphasis is placed on sufficient periodicity, the existence of alternative surveys, in addition to the State Statistics Committee of Ukraine. At that time, attention was paid to a significant proportion of inaccuracies, as households are not responsible for the inaccurate data provided. One of the psychological reasons is the unwillingness to show the true amount of income, because you have to pay taxes. And the culture of a bona fide taxpayer in the majority of the population is not yet fully formed. The Strategy for the Development of the Financial Sector of Ukraine until 2025 is considered. Improving the financial literacy of the population is one of the priority tasks of business and education. In order to rationalize their expenses, household members must have information about their structure. An approximate scheme for improving the financing of rural areas is given. It is emphasized that rural households have a high level of savings and these resources can become a powerful investment resource for regional development. The share in financing the cooperative (basic economy) can also be borne by the local population. This is an opportunity to receive income from their savings and improve the economic and social condition of their own locality. Ways of activating investment activity of the rural population are given. Only by learning to build their consumer spending wisely will households be able to increase some of their savings, thus ensuring their well-being, which is part of the stability of Ukraine's financial and economic system as a whole.
Considering the European integration course of Ukraine, the processes of decentralization of power and the completion of the Strategy of Sustainable Development of Chernihiv Oblast for the period up to 2020, there is an urgent need to develop a new strategy that should include innovations for the development of an innovative economy and increase of investment attractiveness of the region. The article considers in detail the technique of smart-specialization, which is one of the fundamental principles of political and economic planning of the European Union, which is capable of combining the interests of all target groups in the region in an optimal way. The research is based on data from the Strategy of Smart Specializations of the European Union and the Smart Specialization Platform, taking into account the economic indicators of the Chernihiv region, using such methods as: dialectic, analysis and synthesis, economic-statistical method, graphical method, forecasting method, scientific abstraction, sample survey and grouping. The results of the study include a set of proposals for applying the principles of smart-specialization for the development of the Strategy for Sustainable Development of Chernihiv Oblast for the period up to 2027, which will ultimately lead to the economic growth of the region and its business structures and improve the well-being of the population. Application of the technique of smart-specialization to specific sectors of the regional economy of the region, such as tourism and information technology, will be subject to further research
In the context of the global concept of human development, human development is one of the ultimate goals of economic growth, which is embodied in the development strategy of the regions, Chernihiv region in particular. Demographic indicators of the region have a negative trend. In 1995-2019, the population of the region decreased by 27.5%. Migration growth is also negative. As a result, the regional human development index is low (16 out of 22 positions). To radically change the situation, administrative and social measures are required above all for "comfortable life", "social environment" and "decent work" blocks. In the context of decentralization of power, these issues should be solved at the regional level. The article presents the most acute problems and priority measures that will improve the human development index. The creation of new jobs will reduce the unemployment rate, which is at the level of 11.2% of the economically active population. Besides only by increasing household incomes it will be possible to raise the share of expenditures on health care, education, and cultural development. In 2017, households in Chernihiv region in the village spend UAH 214.80 on health care per month per household, for education - UAH 9.60. per family, in the city - UAH 337.55 and UAH 103.76, respectively. Leisure expenses also differ significantly and amount to UAH 155.45 in the city and UAH 43.42 in the village per month per household. The development of competencies and skills on the basis of lifelong learning will allow equalizing the personnel imbalance in the labor market. The approximate financial plan for 2021-2023 for the implementation of the program “Human Resources Development” is UAH 2,102,801. Implementation of the main provisions of regional human development policy will ensure the optimization of the territorial organization of regional economic systems, increase the efficiency of social production, improve the quality of life of the territorial communities’ population, and accelerate region’s development.
