Planning mechanisms such as development plan and planning control are considered to be some of the contributing factors in achieving successful housing development mainly in urban areas. However, the effectiveness of housing planning and control is still questionable especially when there are matters related to housing oversupply, a housing shortage and housing quality. The objective of this paper is to outline the perception of housing planning and control among stakeholders on three elements; housing policies, development strategies and procedures for housing planning application. The analysis indicated that the effectiveness of the elements being implemented could ensure a successful future housing development.
The weaknesses and ineffectiveness of the planning mechanism involved in the preparation of development plans and its implementation through development control has significantly given impact to the housing production process. The objective of this paper is to explore strategies for facilitating the effectiveness of the implementation of housing planning and control among decision makers and implementers in housing development. This in-depth interview is aimed to explore their strategies or plan of actions for ensuring the effectiveness of planning activities. It was found that the strategies can be classified into two stages; the preparation stage and implementation stage.
Climate change is an alarming phenomenon, and no conquering mechanisms or global winning standards are available to reduce carbon footprints. Nevertheless, local governments still strive to formulate successful tactics to sustain their cities, including Low Carbon City (LCC) initiatives. However, it is widely accepted that institutional frameworks and urban governance may influence the effectiveness of LCC implementation. In this paper, we impart how the notion of urban governance affects LCC implementation. The study aims to examine the perennial topic of the urban governance approaches to LCC that have been adopted by local governments, using the Shah Alam local government as a case study. Benchmarking exercises were conducted through a detailed literature review of the existing LCC initiatives, together with a focus group discussion (FGD). The FGD session was framed through purposive sampling, with participants selected from the local government of Shah Alam, the city’s community, and the stakeholders involved in the LCC programs. The results demonstrated that urban governance is vital in implementing LCC through many approaches, like the institutional framework, practices, and delivery. Overall, the study findings suggest a crucial component in the Shah Alam local government's management of LCC implementation.
