The methodological vision of the formation of the state economic policy, based on the needs of society sustainable development was proposed; the methodology for analyzing the impact of economic and environmental indicators of the implementation of the state economic policy, as an alternative to decoupling analysis was developed. Methodology. Methodological basis is formed by the convergence of four methodological approaches: methods of evaluation of indicators of "green" growth of the OECD; National System of Sustainable Development; methodological support for determining the economic and environmental priorities of "green" economy in the context of sustainable development; normative approach to the evaluation of parameters of economic safety of the state. Results. The proposed methodological support was approbated on the example of Ukraine in the period from 2010 to 2018. Practical approbation of the methodology allowed us to determine the cause-and-effect relationships between the dynamics of changes in economic and environmental indicators, positive and negative trends in the process of environmental transformation of economic policy. Value/originality. The original feature of the author's methodology is a logical and structural analysis of the main factors influencing the components of resource and environmental productivity of GDP and an extended diagnostic procedure.
Introduction. The key role in maintaining the competitiveness of economic systems belongs to the innovative specialization of economic activity, which diversifies economic activity. The existing methodological approaches to determining the strategic priorities of Smart Specialization of a particular region do not fully take into account the assessment of innovation and investment potential, taking into account the environmental component of sustainable development. Aim and tasks. The purpose of the proposed study is the formation of scientific approaches to assessing innovation and investment potential in the context of the formation of strategic regional environmental policy in the context of the methodology of Smart Specialization. Results. The article substantiates the methodological provisions for combining the methodology of Quintuple helix, Smart-specialization and Sustainable Development Goals. The institutional essence of investment and innovation policy of nature management at the regional level as a modern model of Quintuple helix is determined. An assessment of the innovation potential of the regions as a component of investment and innovation policy of nature management. The dynamics of implementation of environmental innovations by enterprises of Ukraine, the concentration of higher education institutions by regions, in particular, subordinate government agencies are analyzed. The number of students, specialists in higher education institutions majoring in natural sciences, employment in the field of nature management has been determined. The strengthening of the ecological component in the scientific and educational spheres is established for the further implement the borrowed knowledge in the formation of investment and innovation policy of nature management of individual regions. The natural resource potential of the country in terms of regions according to the statistical database is studied. Conclusions. The presented research proposes the author's vision, which allows not only to outline the dominants of Smart Specialization of кegions in order to determine the strategic priorities of investment and innovation policy of the national sphere of nature, but also to explore the uniqueness of regions based on scientific and technical potential. Implementation of the Smart Specialization Strategy, which will combine the methodology of Quintuple helix and Smart Specialization will provide an opportunity to determine the approach to the formation and implementation of state regional policy. A methodological approach to determining the dominants of investment and innovation regional environmental policy has been developed, taking into account the methodology of "Smart Specialization" and in the context of existing European experience.
Introduction. The foundation of the creation of ecologically clean land masses is the economic organization of the territory. The leading component of ecologically safe land use is the need to determine the suitability of land soils for the cultivation of raion crops and the maintenance of maximum soil quality adapted to the quality of crop rotation. Aim and tasks. In the article the purpose of planning the organization of land mass structures is determined. The task of the internal land management is to formulate a strategy for using land masses that would maximally focus on the actions of land users in optimizing, transforming and using land to the natural conditions of the region. Research results. Measures to create ecologically pure land masses are carried out directly at agricultural enterprises, therefore, agricultural land use is a prerequisite for them. The organization of agricultural land use envisages for business entities, the establishment of a warehouse, the transformation of lands and conservation of degraded and low productivity land, which at the present stage has become the most effective factor in the environmental optimization of land use. Agroecological organization of the territory includes measures on four systemic properties of agroecosystems: productivity, stability, stability and uniformity. All four properties are interrelated in agroecosystems. Without these links it is impossible to organize the territory in order to create conditions for rational use and protection of land, which is demanded by the agricultural land management system. Conclusion. In the article the necessity of characterization of qualitative and quantitative characteristics of lands is grounded in order to find out the influence of the creation of the land mass and the appearance of possible dangers. The basic stages of the transition to environmentally safe agriculture and the formation of ecologically clean land masses have been determined. The types of development of the land mass are described: one-time and step-by-step. The complex problems that may be encountered by an enterprise of any ownership type in the transition to the maintenance of ecologically pure agriculture are determined. Creation of ecologically pure massifs of lands and agroecological organization of the territory includes a system of measures for the adaptation of agricultural production, agriculture to the peculiarities of the natural environment, along with the system of levers of state management of rational ecologically safe use of agricultural land. So the necessity of state support and motivation for enterprises planning to switch to the production of ecologically clean products and the formation of ecologically clean land masses has been substantiated.
The study presents a comprehensive assessment of the dominants of investment and innovation policy of nature management. The results of expert and integrated assessment of strategic priorities of investment and innovation policy of sustainable development in Ukraine are obtained. The shortcomings and “bottlenecks” are identified, the ways of increasing the efficiency of the current investment and innovation policy, the directions of its adjustment taking into account both internal trends of sustainable development and external trends of environmental management and best practices of European countries are substantiated. A comprehensive assessment of the degree of implementation of the dominants of investment and innovation policy and components through the prism of the Goals and Objectives of Sustainable Development. The diagnostics of the efficiency of the current investment and innovation policy is carried out and the directions of its adjustment to increase the degree of implementation of the key dominants of the investment and innovation policy of sustainable development are substantiated. The article enriches the ongoing scientific discourse on the role of investment and innovation policy of nature resource management in the context of sustainable development.
