International audienceThis study presents an exercise of a major train accident organised in SE Finland in the spring of 2002. A specific method was used to collect and share experiences among the participants. This method, originally developed for the analysis of real accidents and crisis, demonstrates a strong potential to improve the overall benefits of this kind of exercise. The special feature of this exercise was the cooperation between different authorities and voluntary groups. The authorities represented rescue services, police, healthcare, mental crisis care and social care. The voluntary groups included both first aid and mental crisis care groups. The success of an exercise depends on two main factors: motivation of people and similarity with real conditions. The challenge in learning lessons from an exercise is to collect and share efficiently facts, decisions and individual perceptions in order to reach two objectives: evaluation of the exercise by itself and evaluation of successes and failures of technology, people and organisation that would have a significant effect in real situations
The emergency powers act as the regulatory strategy to tackle the COVID-19 pandemic in Finland
Preparedness legislation prepares for situations that require exceptional powers for the authorities to control the situation. In this study, the Emergency Powers Act and the entity of its preliminary works and background materials are looked at as a regulatory strategy guiding the management of the COVID-19 crisis in Finland. The review utilizes the framework previously developed for analysis of governmental security strategy work. The relevant importance of these elements is examined through the government statutes on the application of the Emergency Powers Act in 2020 and 2021. In conclusion the aspects of rationality are found to be dominant in the governmental COVID-19 regulation strategy. Kansallisen varautumisen sääntelyn tarkoituksena on turvata kansallisen turvallisuuden intressiä, äärimmillään valtion ja kansakunnan olemassaoloa. Artikkelissa tarkastellaan kansallisen varautumisen sääntelyä sekä sitä, miten tämän sääntelyn valmistelussa asiantuntijatiedon edustama tietopohja näyttäytyy eduskunnan valiokuntien kuulemien asiantuntijoiden valikoitumisessa. Aineistona käytetään kolmen sääntelykokonaisuuden eli valmiuslain, huoltovarmuuslain ja tartuntatautilain valiokuntien asiantuntijalausuntoja. Luokiteltu aineisto kattaa kaikkiaan 450:tä valiokuntien asiantuntijalausuntoa. Johtopäätöksenä todetaan, että kansallisen varautumisen lakien valmistelussa kuultujen asiantuntijoiden edustama tausta ja siten tietopohja eroaa olennaisesti eri vuosikymmenillä. Erot asiantuntijoiden edustamassa tietopohjassa heijastavat muutosta kansallisen varautumisen painopisteessä.
