Youth articulations of climate change injustice are experiencing an unprecedented moment in the spotlight as, inspired by Greta Thunberg, young people around the world take to the streets demanding justice for their generation in the face of climate emergency. Formal opportunities for youth voices to be heard in environmental governance are slim, although the UN Framework Convention on Climate Change (UNFCCC) offers a rare opportunity for youth to share their perspectives as one of nine civil society constituencies: YOUNGO. Recent research in Global Environmental Change has called for empirical exploration of justice claims-making by different stakeholders to develop understanding of how justice is conceptualised and negotiated in climate change governance spaces. To date, climate justice claims from youth have not been explored in the academic literature. This paper draws upon rich, ethnographic, longitudinal data on the evolution of justice claims made by a group of youth participants in the UNFCCC to contribute to this empirical gap. In our research, a UK-based case study organisation and long-established member of YOUNGO was studied between 2015 and 2018, including observation of their participation at the 21 st , 22 nd and 23 rd Conferences of the Parties. We find that youth participants first articulated injustices based on perceived future risks to their generation but, over time, switched to solidarity claims about injustices experienced by other groups in the present. Whilst laudable, this impedes their mandate as representatives of younger generations. We also make three theoretical contributions to environmental justice theory. First we expand participation justice theory to both the visible structures of participation (procedural justice) and the informal rules and discourses shaping participation (representation justice). Second we demonstrate the importance of both external and self-recognition for the articulation of justice claims. Third we clarify the relationship between power and justice claim-making, proposing that we must look beneath what is articulated to shed light on the exercise of ideological power that shapes the framing and claiming of justice in environmental governance spaces.
This article examines the participation and agency of young non-state actors (NSAs) in the United Nations Framework Convention on Climate Change (UNFCCC). It utilizes the constituency of Youth NGOs: YOUNGO, as a case study to examine the relationship between selection of participatory strategies, power sources (following Nasiritousi et al. in Int Environ Agreem Politics Law Econ 16(1):109-126, 2016), recognition and agency using ego and alter perceptions. It finds that young people's selection of participatory strategies and power sources is shaped by the level of agency which they perceive to be available to them. When self-perception of agency is high, young participants offer constructive policy amendments which can lead to recognition and agency, though only within certain policy areas and the silos in which they are negotiated. When self-perception of agency is low, youth interpret this as lack of recognition, leading to efforts to assert their relevance and/or to challenge procedural legitimacy: neither of which are well received by decision-makers. In reality, several of the challenges faced by young participants are not structurally unique to their constituency; however, their lack of financial resources does hinder their ability to fully utilize modes of participation which previous studies have found to be beneficial to other NSAs, such as side-events. Financial constraints also restrict the ability of youth participants, many of whom are volunteers, to develop professional relationships with key actors over time, meaning that the level of agency developed by more established, better-resourced NSAs remains largely out of reach. These findings have implications for the understanding of NSA agency, which has previously been treated as homogeneous and raises further questions regarding procedural legitimacy of the UNF-CCC and its role in mobilizing and empowering the next generation.
Approaches to communicating climate science beyond academia are necessary for enhancing salience, understanding, and engagement and accelerating action. This Primer discusses the heterogeneous manner in which climate change messaging is received by different audiences, how social scientific approaches could help to better tailor climate change messaging to this varied landscape, and how attempts to close this gap must consider the emotional and affective dimensions of climate messaging. We explore how the use of narratives can enhance effective climate science communication and emphasize the importance of evidencebased advocacy in the current era of global challenges, uncertainty, and post-truth.
Youth NGOs have participated in the UN Framework Convention on Climate Change (UNFCCC) for over a decade, yet research into their experiences is lacking. Drawing upon an ethnographic case study conducted between 2015 and 2018, we ask: does youth participation increase the democratic legitimacy of a UNFCCCorchestrated global climate change regime? Applying the concepts of 'input' and 'throughput' legitimacy, we find that the UNFCCC offers an accessible entry-point for young newcomers into climate governance, but this does not necessarily lead to engagement in orchestrated initiatives. A potential exception to this is Action for Climate Empowerment (ACE) which we identify as an overlooked example of UNFCCC orchestration. We thus propose a conceptual distinction between 'exclusive' and 'inclusive' orchestration, the former merely connecting likeminded intermediaries while the latter broadens inclusion and actively redresses power imbalances, urging more proactive pursuit of democratic legitimacy, including youth engagement from the UNFCCC Secretariat and COP Presidencies.
Despite youth organisations having participated as a recognised constituency (YOUNGO) in the United Nations Framework Convention on Climate Change (UNFCCC) for over a decade, few studies have explored their lived experiences of participation. Drawing upon deep ethnographic engagement with a member organisation of YOUNGO conducted between 2015 and 2018, this paper applies the “7P” model from the Youth Studies literature to explore youth participation in the UNFCCC from seven intersecting lenses: Purpose, Positioning, Perspectives, Power Relations, Protection, Place, and Process. This yields many insights into how youth participants negotiate sustainability in this context, including the Purposes or drivers motivating their participation, the ways in which youth are Positioned within the UNFCCC, the asymmetrical Power Relations they have to navigate, as well as the logistical challenges relating to their Protection, including their physical safety and psychological wellbeing. Based on rich empirical findings, we amend the 7P model of youth participation, replacing Process, which we argue is more of a methodological than an analytical concern, with Psychological Factors, which we propose is a key factor in shaping youth participation in negotiations of sustainability.
