This paper challenges the orientations and assumptions underpinning policies for disadvantaged young people (DYP) in Australia. We argue that policy interventions for young people generally exhibit a binary divide, some policies fostering leadership and creative endeavours targeted on 'high-functioning' young people, especially within educational and arts milieus, while other policies, focusing on DYP, take a remedial orientation. The basis for this binary divide is, we argue, flawed social constructions of young people, constructions that pathologise or privilege behaviours, attitudes and lifestyles. The consequences for DYP are that remedial policies, designed to get and keep young people 'on track', are often ignoring deeper developmental needs. Using recent research findings from arts programmes for young people, the paper argues for a broader policy orientation, including developmental needs, to strengthen remedial policies and programmes and open the potential for pathways to resilience.
Purpose: Disruptive airline passenger behaviour (DAPB), i.e. “air rage”, has an adverse impact on crew and passenger well-being and is costly to manage and prevent. Given recent changes in airport management, aircraft design, air traffic volume and behavioural norms this review summaries research findings 1985-2020.Methodology: A systematic review of the research literature containing qualitative or quantitative data examining DAPB. Findings: Nineteen articles satisfied the criteria for inclusion. Most studies involved surveys of cabin crew members and to a lesser extent pilots, airline representatives, passengers and business customers. Content primarily focussed on the frequency and characteristics of DAPB, whilst consequences for staff and evaluation of training to manage DAPB was less represented. A paucity of current research was noted which is not in keeping with the changes over the last decade in the aviation industry and the increase in DAPB events.Originality: This study presents a summary of current findings on DAPB.Practical Implications: A better understanding of the environmental, social and psychological factors underlying DAPB and the effectiveness of staff training and interventions that promote a safe travel environment are required.Social Implications: The current industry trend toward sustainability and better management of security challenges must extend its focus to DAPB, in order to reverse the recent trend of social irresponsibility in air travellers.
Australian youth income support and educational policies have focused on increasing participation and retention in schools. The assumptions and rationales underpinning these policies assert a positive relationship between educational engagement, employment and social inclusion. This paper examines these assumptions and rationales and, drawing upon Australian and international research (particularly the UK) over the past decade, questions the efficacy of these policies in achieving their stated goals. Furthermore, the paper argues that the neoliberal philosophical underpinnings of these policies, particularly the emphasis on responsibilisation, can undermine disadvantaged young people's engagement with school and does little to create positive pathways to employment. Moreover, it is clear that disadvantaged young people are not assisted by these policies to make empowered social transitions.
