Sea route around Japan has high traenc density. The ratio of ship's collision is 62,6% represented from the total kind ofmarine accidents sinee 1998-2008 (Marine Accident Inquiring Agency(MAIA),Japan). Measuring for risk minimization, such as the quantitative method, which evaluated with respect to their performance relationships between man, machine, media and management, is still very rarely used. Furtherrnore, the development of quantitative model in a simple and sequential way would be helpfu1 to explain and predict phenomena in the accident to the specific problems that are used. As a result the probability relationships between causes of collision in the term maritime transport systems have been estimated. Hazard Navigation Map Analysis on Risk of Ship Collision (Case Study: Water way of Port of Makassar). Accidents in Indonesian Marine Transportation should be a concern of all parties that effect accumulation of dangers score from some factors, based on data from the KNKT (Komite Nasional Keselamatan Transportasi) ship accident investigation report. The collision cases were among the highest in recent years and most collisions occurred in the harbor area. The purpose of this study was to analyze and compile the danger score criteria that affect ship collision risk from several factors consisting of ship condition factors, human factors, environmental factors, machinery factors, and management factors. The research was conducted with the AHP (Analytical Hierarchy Process) method. AHP method is used to create a model of the problem that has no structure, applying to problems measurable (quantitative), as well as problems that need an opinion from expert or a complex situation or do not have a frame work. AHP stages are decomposition problem, assessment and comparison of the elements of the synthesis in priorities. The result showed that human factor is the highest priority that affects the value of danger score in Makassar Port to the value of 0.395 or 39% and management factors with the lowest priority value of 0.073 or 7.3%. While the total value of danger score in Makassar Port with AHP method is 196.95 which means at the level of a fairly safe.
Indonesian water territory is a crossroads of international shipping lanes connecting countries bordering the South China Sea in the north, countries in southern, and countries from western Indonesia. The shipping route goes through the Sunda Strait, Sumbawa Strait, Makassar Strait and Melaka Strait. The shipping lanes are grouped into three main routes called ALKI (Alur Laut Kepulauan Indonsia) I, II, and III. The increase in total number of ships per year with various capacities tends to increases the traffic in the lane and the risk of ship collision. Using AIS (Automatic Identification System) technology with a warning system required to prevent the effect of accidents. Through the Vessel Traffic System (VTS) receive, record, and analysis the traffic data in the covered area. Computation time become a critical issue for ship traffic assessment in the lane. A numerical simulation program developed and analysed the computation time of ship traffic analysis using cluster area method. The result showed a shorter computation time for a more number of cluster area. The computation time increase quadratically with an increase of ships number or objects.
