Abstrak:Indonesia masih menghadapi masalah tenaga kesehatan, baik jumlah, jenis, kualitas maupun distribusinya. Untuk mencapai Universal Health Coverage (UHC), SDM kesehatan mutlak diperlukan. Menurut WHO, Indonesia termasuk dalam 57 negara yang menghadapi krisis tenaga kesehatan. Padahal 80% keberhasilan pembangunan kesehatan ditentukan SDM kesehatan. Metode dalam penelitian ini menggunakan metode kualitatif dengan lokus penelitian di Kabupaten Lamongan. Pemilihan informan antara lain pemangku kebijakan pada Dinas Kesehatan atau pemegang program bidang sumber daya manusia (SDM) kesehatan, Badan Kepegawaian Daerah bidang sumber daya manusia (SDM) pemerintah di Kabupaten Lamongan dan beberapa tenaga kesehatan yang bekerja di pelayanan kesehatan (puskesmas dan rumah sakit pemerintah). Dari hasil penelitian ini menunjukkan bahwa jumlah dan jenis tenaga kesehatan di Kabupaten Lamongan sudah baik, namun belum disesuaikan dengan kebutuhan berdasarkan kompetensi dan beban kerja. Tenaga kesehatan masih berkelompok atau tidak merata pada masing-masing unit pekerjaan di pelayanan kesehatan Kabupaten Lamongan. Maka diperlukan suatu kebijakan pemerintah daerah tentang perencanaan pengadaan tenaga kesehatan yang disesuaikan dengan kebutuhan dan beban kerja, dengan lebih mengutamakan tenaga kesehatan yang berdomisili mendekati unit pelayanan kesehatan, pemberian insentif yang lebih besar sesuai dengan beban kerja. To achieve Universal Health Coverage (UHC), health human resources (HR) is absolutely necessary. According to WHO, Indonesia is included in 57 countries that face a crisis of health workers. Even though 80% of the success of health development is determined by health human resources. The method in this study used a qualitative method with a research locus in Lamongan Regency. The selection of informants included policy makers at the Health Office or program holders in the field of health human resources, the Regional Personnel Agency in the field of government human resources (HR) in Lamongan and several health workers who worked in health services (puskesmas and government hospitals ) The results of this study indicate that the number and type of health workers in Lamongan Regency is good, but has not been adjusted to the needs based on competence and workload. Health workers are still in groups or uneven in each work unit in the Lamongan District health service. Then a local government policy is needed on planning the procurement of health workers tailored to the needs and workload, by prioritizing health workers domiciled near the health service unit, giving greater incentives according to the workload. The prevalence of stunting is still high in urban areas. Maternal factors such as height, education, occupation, antenatal visits, and nutritional status have increased stunting in urban areas. The study aims to analyze the maternal factors that influence the incidence of stunting among children aged 24-59 months in urban areas. The case-control design study was conducted in May-July 2019 in Pasuruan City. Samples of 67 cases (HAZ < -2SD) and 67 controls (HAZ > -2SD) were selected by simple random sampling. Data on children's age, gender, birth order, education, occupation, pregnancy classes, and antenatal visits were collected by interviewing respondents using a questionnaire. Data on birth weight, maternal age during pregnancy, maternal upper arm circumference during pregnancy, and maternal height were obtained from the MCH Handbook. The chi-square test and Logistic Regression were used for data analysis. The results showed that the maternal nutritional status during pregnancy was associated with the incidence of stunting in urban areas (p= 0,010). In contrast, children's age, gender, birth order, birth weight, maternal age during pregnancy, maternal height, education, occupation, pregnancy classes, and antenatal visits were not associated (p> 0,05). The incidence of stunting was 3,37 times higher in mothers with MUAC < 23,5 cm during pregnancy (OR= 3,37). In conclusion, maternal nutritional status during pregnancy is the main predictor of stunting among children aged 24-59 months in urban areas.
Maternal and child health care center is developing form of Purnama or Mandiri maternal and child health care that adds Early Childhood Education and Family Planning Coordinating Board (BKB) service. About 33,5% of 191 maternal and child health care center in Sampang Regency has gone optimal. The research approach used is descriptive qualitative research with cross-sectional sample using Slovin formula. This research was conducted in Sampang. The result of this research shows that the management of Maternal and child health care center in Sampang is 77,89% effective including 59,52% in planning, 66,84% in Monev. The financial budget for Maternal and child health care center in Sampang has been 96,03% effective, overall.
Penerapan program K3 yang baik menjadi faktor penting dalam rangka mencegah kerugian dan meningkatkan keuntungan (benefit) secara sosial dan ekonomi bagi pekerja, pengusaha, pemerintah, dan masyarakat atau bangsa dan negara secara keseluruhan, Salah satu komponen dalam penerapan program K3 adalah dengan penyediaan APD dan penggunaannya. Penerapan program K3 dan penggunaan APD dalam dunia usaha bengkel informal atau skala rumah tangga masih sangat kurang memadai dan bahkan kurang mendapatkan perhatian dari instansi terkait. Metode penelitian yang digunakan dalam penelitian ini adalah desktiptif kualitatif, dengan mendapatkan informasi secara rinci dari informan penelitian terkait penerapan K3 dan penggunaan APD. Tempat penelitian di Bengkel Diesel Bosch Pump yang terletak di Kecamatan Taman, Sidoarjo. Hasil Penelitian menyebutkan bahwa penerapan program K3 di bengkel Bosch Pump belum diterapkan dengan baik karena belum pernah ada penyuluhan atau sosialisasi terkait K3, sehingga penggunaan APD juga tidak dipergunakan sebaik mungkin, meskipun sudah tersedia beberapa macam APD.
