The article analyzes the structure of enterprises and organizations by forms of ownership in Russia. The main methods of state and municipal property administration are shown, administration tendencies are revealed that provide for effective tools, including those involving private funds in the implementation of state and municipal property administration programs on the basis of contractual relations and the mechanism of public-private partnership. The mechanism of public-private partnership on the basis of attraction of private investments should be aimed at the creation of public infrastructure, ensure the effectiveness of management of property in state and municipal ownership, as well as improve the quality of socially-significant services, provided to the population. The assessment of economic effectiveness is carried out; and the factor dependence of formation of net assets on financial results of activity of the enterprises, which are in the state ownership, is revealed. The performance indicators of state-owned enterprises were calculated according to the "Systems of indicators to assess the effectiveness of State Property Management and forming statistical observation." The peculiarities inherent in state enterprises, the processes of formation of net assets due to the obtained financial results in the previous financial period on the basis of correlation-regression analysis are revealed. Based on the evaluation of performance indicators and correlationregression analysis, proposals were developed aimed at improving the efficiency of state property management.
The purpose of the study is to analyze thematic sources for assessing the effectiveness of public authorities, determining the choice of an assessment method at the level of individual authorities, analyzing the process of evaluating the effectiveness of managerial activities, as well as identifying problems that arise in the process of determining the effectiveness of government bodies and public civil servants. Consider the performance evaluation of executive bodies of state power and officials on the example of the Udmurt Republic. In the process, the methods used in economic science were used: general scientific (dialectic, analysis and synthesis, comparison and analogy,); special (systemic, comparative analysis, statistical, experimental). Result. Determining the choice of an assessment method at the level of individual public authorities is related to the choice of methods for assessing the effectiveness of civil service as a whole at the federal level. Specific indicators of the effectiveness and efficiency of activities have been identified, allowing to assess the level of achievement of the tasks of state authorities of the Udmurt Republic, depending on the industry and the specifics of the activity. The mechanism for the formation of specific indicators allows us to determine strategic indicators for the development of public administration, based on current priorities and their specification in the next calendar year. The application of the methodology for assessing the effectiveness of the executive bodies of state power of the Udmurt Republic, as well as the adoption of the Decree and order of the Head of the Udmurt Republic, will contribute to increasing the efficiency of the activities of executive bodies of state power. Conclusions. Taking into account the analysis of thematic sources for assessing the effectiveness of the activities of state authorities, it can be concluded that the effectiveness of public administration contains a combination of various results of managerial activity, both in the state and in the public sphere. Efficiency assessment indicators cover almost all spheres of activity of executive bodies of state power of the constituent entities of the Russian Federation and include a significant number of economic criteria. In addition to quantitative statistical indicators, special attention is paid to qualitative indicators, the assessment of which should be given by the population of the region. Only a comprehensive performance assessment allows you to get complete and reliable information about the quality of public administration in the constituent entities of the Russian Federation
The article discusses the transformation of a municipal district into a municipal district in accordance with Article 13 of Federal Law No. 131-ФЗ "On General Principles of the Organization of Local Self-Government in the Russian Federation" (hereinafter-Federal Law No. 131-FZ) and establishes legal, organizational and financial features the formation of a new municipal formation-the Chastinsky municipal district of the Perm Territory (hereinafter-the municipal district). The municipal district is a new type of municipality, the possibility of creation of which is provided for by the Federal Law dated 05/01/2019 No. 87-ФЗ "On Amendments to the Federal Law" On General Principles of the Organization of Local Self-Government in the Russian Federation ", which entered into force on 05/01/2019.
