The purpose of the article is to characterize public participation as the basis of democracy and sovereignty of state. The work uses sociological, formal legal, systemic methods, methods of analysis and synthesis, interpretation of legal norms. The article reveals democracy as a condition for the existence of the state, the legal nature of public participation and provides a terminological analysis of the concept of public participation. The institution of citizens' participation in ensuring the sovereignty of the state is a general legal element necessary for any state. The participation of citizens in ensuring the sovereignty of the state is a form of democracy, expressed in the state-significant activities of citizens aimed at ensuring the protection of the state. The grounds for participation are, firstly, patriotism, the spiritual and moral component of the constitutional duty, and secondly, the intention to protect against massive violations of rights and freedoms, aggression, and ensure their legitimate interests.
The article is devoted to improving the legal framework for the functioning of the system for using the results of intellectual activity of the EMERCOM of Russia. The current legislative framework does not formulate strategic goals for increasing the efficiency of the population protection system from destructive events, increasing the efficiency of the Ministry of Emergency Situations on the basis of breakthrough technical and technological re-equipment of its structural units based on the world-class domestic developments. In this regard, the President of the Russian Federation at the meeting of the Security Council on September 11, 2020. defined the task of improving the system for protecting the territory and population of the country from the risks of man-made accidents and emergencies. The statement of this task is due to the noticeably increased number of man-made accidents and emergencies, and the increased level of negative consequences. Thus, it is currently relevant to organize monitoring of the current regulatory framework governing the functioning of the EMERCOM of Russia. The analysis showed that the current regulatory framework does not provide a breakthrough scientific, methodological and technological development of the EMERCOM of Russia. The article presents proposals aimed at improving the functioning of the EMERCOM of Russia system.
Analysis of statistical data shows that, state support for the manufacturing industry of Russia, does not allow to achieve the stated goals of state support for growth and the development of driver sectors. Sectors claiming to be drivers of the national economy have not shown significant progress in strengthening their status in connection with the efforts made by the State and have not had a clear multiplier effect on other sectors and spheres of public life. In this regard, it is necessary to develop a concept of state support for the manufacturing industry, which would make it possible to determine, taking into account the factors determining the development of industries, investment, the economic and technological state of production, the socio-economic situation of industries, and their personnel potential. To streamline legislation to improve regulatory legal support in the field of support for sectors of Russian industry, we have developed proposals distributed into groups.
