Black students, particularly males, are three times as likely to be in a class for the educable mentally retarded as are White students, but only one half as likely to be in a class for the gifted or talented (Carnegie Corporation, 1984 College Board, 1985). Data of this nature should send an alarming message to educators, administrators, parents, and students.
