In an attempt to develop an effective algorithm for building a competent organization that can function effectively in unpredictable conditions, scientists direct their researches to substantiate the need to improve the level of employees’ knowledge, expand their skills and abilities, develop professional qualities, emphasizing that these factors are key in the process of creating a competent organization. Finding out what is its basis, confirming the growing role of competencies and competence in the management of organizations; scientists do not stop the scientific search for a common understanding of the essence and content of the concepts, because there is no common opinion on their definition today. This led to the formulation of the purpose of the article, which is to determine the main determinants of a competent organization, to study their essence, content, differences in the interpretation and application of concepts. Achieving the purpose of the study was carried out using the following methods: morphological analysis - to clarify the essence of the concepts of "competencies" and «competence», which are the determinants of creating a competent organization, and to identify the fundamental difference between the interpretation and application of the concepts; determining the essence of key competencies as a form of providing a direct relationship between the competencies of the organization and the staff; dialectical – to justify the need to take into account the level of manifestation of each competence and their totality in general when creating a competent organization. The result was the substantiation in the process of creating a competent organization of the importance of determining the actual organizational competencies, monitoring the level of their manifestation with subsequent consistent development to provide the organization with the highest level of quality, which implies, while maintaining the existing level of costs, the transformation of knowledge and experience into competence, and further into a competitive opportunity.
Нестабільність соціально-економічного розвитку України обумовлює складність умов функціонування організацій, висуваючи нові вимоги до їх діяльності та розвитку в контексті впливу глобальних явищ і процесів, змушуючи адаптуватися до наявних загроз і викликів. Українські організації, отримавши переваги від доступу до найбільшого ринку світу, зіштовхнуться з конкуренцією з організаціями країн ЄС, ліквідацією неконкурентоспроможних підприємств та галузей економіки. Важливою стає робота щодо досягнення необхідних якісних характеристик організаціями з поступовим набуттям статусу компетентних для уникнення помилок та мінімізації загроз. У статті зазначено про необхідність побудови ефективної організаційної структури управління, обґрунтовано роль, значення та необхідність врахування впливу людського чинника, зокрема, умінь, знань, навичок персоналу, що є запорукою створення компетентної організації.
Важливим завданням сучасних керівників є оптимізація організаційних структур управління у складі комплексу заходів з підвищення компетентності організації та, як закономірного наслідку, ефективності її діяльності на ринку. Має бути сформована раціональна структура, що найкращим чином відповідає цілям і задачам організації, сприяє цілеспрямованому розподілу та координації зусиль співробітників, здатна мобільно, своєчасно і адекватно реагувати на вплив внутрішніх та зовнішніх чинників, й підвищувати таким чином рівень організаційної компетентності у висококонкурентних умовах. Вирішення цього питання можливе за умови вивчення чинників, що зумовлюють наявність у структурах окремих елементів та зв’язків, аналізу напряму та сили їх впливу. Це передбачає врахування конкретних умов діяльності організації у процесі вибору або побудови ефективної структури управління. Недостатня розвиненість наукового інструментарію формування й використання структур управління у якості передумови набуття організаціями компетентності на ринку, визначила вибір напряму дослідження та формулювання його мети. Стала причиною порушення у статті питань виявлення, систематизації та вивчення напряму впливу різноманітних факторів на формування структури управління організацією, що залишаються відкритими для наукових дискусій.
The instability of the political and socio-economic state of the Ukrainian economy, globalization of the world economy and our country's conscious orientation towards integration into the economic life of Europe, causes the complexity of the conditions for the functioning of domestic organizations, putting forward new requirements for their activities and development, forcing them to quickly adapt to dynamic changes. The key role in this process is played by the competence of the organization as a prerequisite for gaining competitive advantages and achieving success in the domestic and foreign markets. In an attempt to form a rational structure of competence, scientists distinguish between the knowledge, skills and abilities of personnel, production and sales technologies, research and development results, the ability to build effective communications and corporate culture. However, scientific research increasingly emphasizes the role of the organization’s management structure as an important factor in ensuring competence in modern conditions. The purpose of the article is to study the conceptual approaches to the formation of the management structure and determine the possibility of their application for constructing a competent organization. To achieve this goal, a combination of general scientific methods was used: morphological analysis – to understand the essence and content of the organizational structure, to substantiate its role in shaping the competence of Ukrainian organizations; dialectical method – to study and generalize approaches to the formation of the organizational management structure; content analysis – to determine the features of different types of organizational management structures, to form their generalized typology; system analysis and synthesis – to identify the advantages and disadvantages of different types of organizational structures; comparative analysis – to substantiate the possibilities of using specific structures to improve the competence of modern organizations and ensure their successful functioning; graphical method – to visualize the results of the study and simplify the understanding of the material presented. The study indicates the absence of an unambiguously effective management structure, substantiates the expediency of focusing on the specifics, purpose and conditions of the organization’s activities, the available potential and the chosen direction of development when choosing a structure. The possibility of practical application of the results of a critical analysis of the existing types of management structures in the activities of Ukrainian organizations with an emphasis on improving their competence determines the value of the study and the conclusions obtained.
The complexity of the organization as an object of study, due to the human presence as the main element, makes it impossible to study its essence and features within the same scientific approach. There is no theory that would fully encompass all the types, kinds, forms of organizational structures and processes that occur in them. A variety of interpretations that reflect a wide range of generally accepted ideas contributes to the research and understanding of the organization, but at the same time actualizes the need for additional analysis and generalization for a deep understanding of the term, which is the purpose of the presented article. With the help of the historical method, methods of morphological and content analysis, scientific approaches to the study of the organization are generalized and systematized, their content is disclosed in connection with the object, instrumentarium and the result of the study. The necessity of studying the organization as a system and a process to reflect the range of interconnections, dependencies and coherences is substantiated. Taking into account the multifactorial nature of the organization, the expediency of applying an integrated approach to its study is proved, the possibility of using a traditional set of research methods with purposeful adaptation in accordance with the object and subject of research leading to their modification is specified. Paying attention to the fact that the value of knowledge lies in the extent to which their effective use in purposeful activities be possible, the need for the study of the organization of close interconnection and constructive interaction of scientific and practical activities is substantiated, because they provide a methodological basis for the practical application of the acquired knowledge and skills. Prospects for further research are the application of these approaches to the study of the essence of a competent organization, defining the features of its formation and functioning, adapting them to specific relevant tasks.
