The process of e-Governance building in the Republic of Moldova, amplified with the adoption of the e-Transformation governmental program, highlighted the issues that require a proper approach to local conditions and specificities. A specific feature of Moldovan society is that the country's population is mostly rural. In rural areas, the sensitivity to new services and the affordability of ICT tools are lower. Another feature is that the administrative structure at the local level is very fragmented; the administrations manage small budgets that cannot cover the needs of implementing e-Governance solutions. In general, the capacity to finance ICT projects in the public sector is below the need. At the same time, some trends and indicators regarding the level of e-Governance development in the Republic of Moldova: literacy level, ICT skills, access to the Internet, use of mobile telephony, use of electronic services, etc. shows that there is significant potential to explore new opportunities, in particular, based on innovation and involvement of different social partners to support efforts to build e-Governance. The article addresses the issue of identifying new opportunities for e-Governance solutions in the context of economic and social disparities present in the Republic of Moldova. The opportunities are based on more active involvement of social stakeholders, the use of more affordable new technologies, and the adoption of policies aimed at optimizing the use of available resources.

The new Agenda 2030 for sustainable development universally adopted by the UN in 2015 with the 17 Sustainable Development Goals (SDGs) aims to fight poverty, inequality and climate change. It requires collective action at all levels, more evidence-based development policy-making, better availability of quality data and statistics, and strengthened accountability of development stakeholders, requiring in other words a “Data Revolution for Sustainable Development”. At the moment, Republic of Moldova is in process of nationalizing the SDGs with the support of UNDP. Since data revolution represents the process of monitoring the progress and response to SDG challenges, Moldova was part of a global initiative undertaken in 7 different countries, for mapping and inventory of the data system in each country, required for measuring the sustainable development progress. Its overall objective was to assess the availability of data and institutional modernization capacity needed to implement the post-2015 development agenda. The paper presents the steps undertaken in Moldova for mapping the situation for future localization/adaptation of SDGs to ensure their monitoring in order to achieve the post-2015 Agenda using ICT tools.

The research results data in the Internet era have become a valuable resource, similar to natural mineral resources in Industrial era. In a tendency to save resources (financial, human, time, etc.), academia, governments and businesses around the world are increasingly adopting Open Source solutions. In Moldova there is a range of academic research institutions that have been collecting large amounts of data in their many years of research. On one hand, there is lack of tools able to process and reuse such data; on the other hand, it is very unlikely that research institutions will acquire modern and performing tools for using this data. Collaboration between academia, business and government should be a “must” principle in this synergic process. The governance of all these aspects is the key in thriving the potential of an open digital society through the collaboration with all stakeholders. This paper explores the opportunities of the use of open source software for the re-evaluation of the open research data in Moldova. We will address this issue in the context of the ongoing State program on scientific data infrastructure, examine benefits of open source Economics and finally, analyze incentives that could contribute to the Open Data commitment for Open Science in the Digital Moldova environment.
