This study was to analyze the effect of labor, levels of education and government spending on the education sector on economic growth in North Sumatra. The data used is secondary data obtained from the Regional Financial and Asset Management Agency of North Sumatra and the Central Statistics Agency of North Sumatra Province, which consists of 33 districts / cities in several publications from 2015–2019. The research method used is panel data with a Fixed Effect Model approach. The results of this study indicate that labor has a negative and insignificant effect on economic growth, the level of education has a significant positive effect on economic growth and government spending in the education sector has a significant positive effect on economic growth in North Sumatra in 2015-2019.

This research is to determine human development index in North Sumatra. The research used quantitative method and the data consisted of secondary data obtained directly from Statistics of North Sumatra. The research objects were 33 districts/towns in North Sumatra. This study uses secondary data obtained directly from Statistics of North Sumatra. The research used panel data, the combination of time series and cross section data within 6 years, from 2014 until 2019. Variables used are Economic Growth, Poverty and Direct Expenditure per Capita. Analysis method in this research using Fixed Effect Model (FEM) using Eviews 10 as an estimation tool. The results showed that Economic Growth has a significant negative effect on Human Development Index, Poverty has a significant negative on Human Development Index and Direct Expenditure per Capita has a significant positif on Human Development Index. Then the relationship between Economic Growth, Poverty and Direct Expenditure per Capita with Human Development Index 97,70% and 2,30% other explained by other factors not mentioned in this model.

Provinsi Sumatera Utara merupakan provinsi dengan jumlah kemiskinan tertinggi di Pulau Sumatera dan peringkat ke-4 se-Indonesia. Penelitian ini dilakukan untuk menganalisis faktor-faktor yang mempengaruhi pengentasan kemiskinan pada 33 kabupaten/kota di Provinsi Sumatera Utara tahun 2017-2020. Data yang digunakan dalam penelitian ini adalah data sekunder yang diperoleh dari Badan Pusat Statistika, Kanwil Ditjen PBN Sumatera Utara dan Kantor Dinas Penanaman Modal dan PPTSP Sumatera Utara. Metode analisis data yang digunakan yaitu metode regresi data panel dengan pendekatan Fixed Effect Model dianalisis menggunakan program Eviews-11. Hasil penelitian menunjukkan bahwa Produk Domestik Regional Bruto dan Investasi berpengaruh negatif dan signifikan terhadap kemiskinan di Provinsi Sumatera Utara, sedangkan anggaran pemerintah bidang pendidikan dan anggaran pemerintah bidang kesehatan tidak berpengaruh dan tidak signifikan terhadap kemiskinan di provinsi tersebut.
