Топалова І. А. Роль регіональної логістики на засадах економіки знань Метою статті є дослідження шляхів впровадження економіки знань у регіональну економіку на основі логістизації. Визначено актуальність ролі регіональної логістики на засадах економіки знань. Відповідно до мети та визначених завдань дослідження розглянуто питання необхідності впровадження економіки знань у регіональну економіку з метою саморозвитку та самозабезпечення регіонів. Важлива роль при цьому відводиться формуванню логістичних ланцюгів на основі економіки знань, що дозволяє розширювати регіональне та міжрегіональне співробітництво. Причому, економічний результат логістики як процесу полягає у створенні доданої вартості. Визначено основні інструменти, на яких базуються сучасні бізнес-процеси з урахуванням економіки знань. Окреслено відмінні риси економіки знань (роль нематеріальних та інтелектуальних ресурсів, знання виступають як продукт, знання формують інноваційний продукт, поширене використання інформаційно-комунікаційних технологій). Економіка знань формує продукт у вигляді створення нового знання, причому особливо важливим процесом є саме його впровадження у соціально-економічну систему (регіон). Розглянуто вплив регіональних і міжрегіональних економічних зв'язків на здійснення бізнес-процесів, а саме: формування ресурсів, які беруть участь у товарному обміні; відтворювальний процес; виробництво частини національного доходу країни (ВРП); самозабезпечення, самоорганізація, саморозвиток і самовідтворення регіонів як соціально-економічних систем). Визначено функції Е-логістики на регіональному рівні, сформовано заходи з впровадження нових знань як ресурсу в економіку регіону.
The article, on the basis of theoretical and methodological research, analyzes ways to improve the effectiveness of economic entities in the region. A conceptual model for improving the effectiveness of economic entities from the standpoint of obtaining an economic and social effect is developed. The conceptual and categorical apparatus of the regional economy and the economy of enterprises has been improved by introducing the concept of «the level of adaptation of economic entities in the region to the external (exogenous) environment». It is proposed to introduce a comprehensive indicator «the level of adaptation of economic entities in the region to the external (exogenous) environment», which is recommended to be considered in the aggregate of such components as: the level of adaptation of staff to changes; motivation of economic entities to introduce innovative and technological changes; creation of an information space for economic entities; the possibility (technical) of the transition of economic entities to a new level of management; prospects for the availability and effective use of the resource potential of an economic entity. It is concluded that the effectiveness and efficiency of the activities of economic entities in the region are somewhat different from each other: effectiveness is an aggregate and generalizing indicator, and efficiency is its component. In the activities of economic entities, an important condition for their further functioning is the fulfillment of the condition when the results of economic activity (profit) exceed costs (then a positive effect arises) and vice versa (negative effect). The key to improving the effectiveness of economic entities is the availability, reproduction and rational (effective) use of the resource and raw material base and the potential of these entities. The available or reproduced potential of the region’s resource provision allows for implementation of a predictive scenario, that is, to assess further socioeconomic development. The potential of resource provision in the region will make it possible to achieve commodity and food security and introduce the principles of import substitution, and thanks to the capabilities of the socioeconomic system (region) to transform resources into finished goods and products – to fulfill an integration into the global space.
The article examines modern aspects of business process management, which consist in the adaptation of business structures to the requirements of the surrounding environment. The work provides an economic justification of business processes and their identification at the meso level, which consists in defining such approaches to them as: valuable, effective, spatio-temporal, adaptive, targeted, innovative, systemic. The conditions that allow forming business processes at the meso level based on the interaction of the information and communication environment and adaptive management are defined: organizational practices; adaptation to the latest information and communication technologies (digitalization, cyber-physical systems); creation of a network of participants in business processes to unite their economic interests; introduction of information and communication technologies for the purpose of changes in business processes. The conceptual and categorical apparatus of business process management has been improved by introducing the concept of "Infrastructural-informational-communication environment", which should be understood as the development of the implementation of all types of economic activity based on technical and software support and modern technologies that turn information into a resource to ensure effective activity all business structures through their interaction, renewal, optimization, transformation and adaptation. Approaches to managing business processes at the meso level are analyzed, namely: project-oriented, cross-functional, matrix, cognitive, effective, conceptual, process, integrated, adaptive, simulation modeling, business engineering. A matrix-oriented scheme of business process management at the regional level was formed from the position of a reflexive-active environment, which consists of the following components: management theory, management methodology, management technology and components of the management process, management practice and key positions of business process management at the regional level.
The article analyzes the theoretical basis of the self-development of the region as a socio-economic system based on the use of its resource potential. The purpose of the article is the theoretical substantiation of self-development of regions as a priority vector of socio-economic development of Ukraine. This goal made it possible to form the following tasks: – to form a conceptual vision of the self-development of the region on the basis of the formation of resource potential (components of resource potential: reproductive and infrastructural; socio-economic; natural-resource; innovative and information and communication; components of the economic system: competitive advantages, regional and interregional connections, decentralization, regional and local authorities; the main goal is to obtain a result (satisfaction of the needs of the population); – carry out a content analysis of the term “self-development of the region”; – consider the components of the self-development process of the region (availability of potential, resources, production capacities; level of organization, management process, entrepreneurial skills, availability of qualified personnel, the opportunity to learn, building competences; production of material and immaterial goods; labor potential; formation of developed infrastructure; opportunities for innovative development); – to form meaningful components of the concept of “Self-development of regions”: resource independence; system capabilities; development vectors; organizational changes; motivation; innovativeness; development; institutional and legal norms; clustering; determination of key capabilities of the region; – to determine tasks that can be solved in the region thanks to the provision of their self-development.
