Chronic Non-Transmissible Diseases (CNTDs) have in recent years become the largest representations of health problems in Brazil and in the world. According to data of Primary Health Care book number 40, of smokers who try to quit smoking, only a minority receive advice from a health professional on how to quit and and even a smaller parto of that adequate monitoring for this purpose. The goal of this study was to evaluate, through multimodality, critical health literacy and emergency epistemology, the impact of public health actions on smoking control in adolescents aged from 15 to 24 years. The experiment was conducted by the application of monthly workshops inspired by the Health in Schools Program (HSP), at José Barbosa Rodrigues State School, with students of the 3rd year of High School. The data were obtained in a descriptive way, with analysis based on highlighting the effects of meaning and perception on the theme, with a methodology based on qualitative characteristics from the perspective of the epistemology of emergency. Among the multimodal variables analyzed, using counterpropagation, it was concluded that the actions stimulated by the Ministry of Health partially reach their health promotion goals at tobacco control, a fact that provoked the population involved in this study to propose interventionist alternatives more epidemiologically individualized and effective, through translanguage and the process of creating meaning, rectifying three main concepts: recognition, reframing and signaling in the communication process in medical settings, since this is an injury that affects different risk groups, with unique and singular characteristics.
