The purpose of this study is to analyze the basic economic sector, classify the regional spending and the phenomena flypapereffect of city/district goverment in East Java for a 5 year period from 2016-2020. The method used is to use panel data regression by using secondary data sourced from regional financial and asset management office in 9 Cities in East Java Province. The results of the research based on the panel data regression is balancing funds and regional original income have a positive effect on regional spending and experience phenomena flypapereffect as evidenced by the large value of the balancing fund coefficient compared to local revenue. Tujuan dari penelitian ini adalah untuk menganalisis sektor ekonomi dasar, mengklasifikasikan belanja daerah dan fenomena flypaper effect pemerintah kota/kabupaten di Jawa Timur selama periode 5 tahun dari tahun 2016-2020. Metode yang digunakan adalah menggunakan regresi data panel dengan menggunakan data sekunder yang bersumber dari Dinas Keuangan dan Pengelolaan Aset Daerah di 9 Kota di Provinsi Jawa Timur. Hasil penelitian berdasarkan regresi data panel adalah dana perimbangan dan pendapatan asli daerah berpengaruh positif terhadap belanja daerah dan mengalami fenomena flypapereffect yang dibuktikan dengan besarnya nilai koefisien dana perimbangan dibandingkan dengan pendapatan asli daerah.
