The purpose of this study is to describe the analysis of regional development policy mix use Jabon, from policy making, policy, to implementation and evaluation of policies. This study is also to expose social and economic impact of regional development policy mix use Jabon. Using qualitative research, with the informant as many as six people. The informants field staff of Settlement and Regional Infrastructure (Infrastructure) Planning Agency (Bappeda), Head of a Sub Jabon, staff Kupang Village, the Village Head Tambakkalisogo, Kedungpandan Village Head, and Head of DusunTelocor. The results of this study indicate that first, all policy was appropriate and good. Second, the formulation of policies have done well with the needs of the community. Third, in the implementation of regional development policy mix use Jabon from 2003 to 2016 was still limited to the construction of the road and not in accordance with the concept created. Evaluation until now has not been done by the government of Sidoarjo. Social impact is a positive impact in terms of education and health services increased. There are also negative impacts, road construction makes the location of prostitution in the area Telocor increasingly crowded. Economically there has been no impact is felt by the public.

This study aims to describe the role of posyandu cadres in mobilizing community participation, in the role of posyandu cadres strongly influencing the participation of the community due to many obstacles that occur in the implementation of posyandu resulted from decreasing the visit of mothers in posyandu program and increase or move the visit of mothers to come To the posyandu. The method used in this research is qualitative method. Data collection techniques used through observation, documentation, and interviews with posyandu midwives, posyandu cadres, and mothers with toddlers in mobilizing community participation in the candlenut village. The result of this research is the inactivity of posyandu cadres located in Kemiri Village made mothers reluctant to come to posyandu because some mothers considered posyandu one eye and mothers rely more on personal physician, and also lack of cadre that make progress of program of posyandu Become obstructed and disorderly. In addition, the facilities provided are less, many mothers who sat idolnya because of limited seating waiting for mothers and toddlers, as for other obstacles that the program is given settled course there is no new program that can increase the visit of mothers to came to posyandu and lack of innovation from posyandu cadres.
This research was conducted aiming to describe and analyze the implementation of the public green open space structuring policy in Sidoarjo Regency and to describe and analyze the constraints in the public green open space structuring policy in Sidoarjo Regency. The method used in this study is a descriptive qualitative method with the technique of determining the informants using purposive sampling technique. Data collection techniques through interviews, observation, and documentation as well as data analysis techniques through data reduction, data presentation, and conclusion drawing. The results of this study indicate that of the four dimensions of policy implementation according to Edward III which includes communication, resources, disposition, and bureaucratic structure. The first dimension result is that communication has not gone well because there is no information delivery to the public in the form of socialization related to green open space. Resources in the implementation of public green open space structuring policies are inadequate. Disposition in the implementation of the public green open space structuring policy is appropriate and the gardening section as the implementer of the green space program. The bureaucratic structure has not gone well due to the absence of SOP (Standard Operating Procedure) as a guideline for program implementation and found several obstacles that hamper the implementation process, namely budget constraints, lack of field supervisors, and lack of community participation due to lack of socialization.
The purpose of this study is to describe the commitment of local governments in developing ecotourism. The research approach uses qualitative research with descriptive types. Data obtained from observation, interviews and documentation. Determination of informants using purposive sampling. Data were analyzed using the Miles & Huberman interactive model. The results showed that Sidoarjo Regency Government (PKS) had a commitment to develop ecotourism in three dimensions. The first dimension of affective committees shows the strong will of PKS and consistently believes in the natural values of environmental issues by creating conservation lands and community development on the benefits of mangroves. Second, PKS normative commitment consistently acts in the form of planting 200,000 mangrove seedlings per year despite lack of maintenance in the Tlocor area which is claimed to be a mangrove tourist destination so that it becomes seedy and dirty resulting in quiet visitors. Third, continuance commitment PKS maintains the sustainability of ecotourism development by always coordinating between institutions in realizing ecotourism even though it has not been able to boost ecotourism development. Conclusion: PKS through related institutions tries to show commitment in ecotourism development but not yet optimal because of limited resources. For this reason, collaborative collaborative collaboration involves stakeholders, namely the Regional Government, the private sector (especially tourism developers) and the community in developing ecotourism areas using strategic management so that they can achieve results according to plan.
