The purpose of the article is to identify the consequences of the coronavirus pandemic on economic growth, as well as ways to overcome its negative consequences based on innovation and digitalization of socio-economic processes. The look at pandemic of the coronavirus as at a kind of Schumpeterian "creative destroyer", implies the necessitates of expanding the interpretation of innovation not only as a result of human activity, but also the activity of the biosphere, one of the components of which are humans and viruses. The pandemic has updated the issues of planning and forecasting in modern socio-economic systems, especially indicative planning. In order to overcome the negative consequences of the coronavirus pandemic COVID-19 and other unforeseen factors of a radical nature, federal and region powers use the tools of indicative planning within region's innovation policy.
The article examines the main approaches to developing the system of indicators for indicative planning in the economic block of digital economy in modern conditions, including the regional level. The relevance of the study is determined by the fact that indicative planning for the digital economy development is an important component of regional and federal government systems. The purpose of the research is to study the existing and to form the author's approach to determining the essence and specific content of the system of indicators for indicative planning the development of the digital economy at various levels of public administration, the specifics of implementation at the regional level. In the theoretical aspect, the results obtained will contribute to further development of theory and methodology in indicative planning and digital economy. In practical terms, they can be used to improve and develop existing planning systems in the Russian Federation. In the course of the research, the main indicators characterizing the level of digital economy development were proposed and their analysis was carried out in respect to the Russian Federation. The use of the proposed indicators' system as an integral part of digital economy indicative planning will make it possible to effectively achieve the planned states of socio-economic systems in the conditions of increasing international competition, digitalization and informatization of the society.
The purpose of the article is to identify the main socio-economic causes and consequences of the COVID-19 coronavirus pandemic in indicative planning of the innovative development of a federal state, as well as the ways to overcome the negative consequences as a new and substantial example of impact of unforeseen factors of a radical nature to a federal state. The main fundamental consequences of the COVID-19 coronavirus pandemic appear to be two interrelated innovation processes (coronavirus’ affects): accelerated digitalization of all aspects of socioeconomic activity, as well as socio-economic innovation, namely “zeroing”, i.e. gradual displacement of a person from many processes where he is currently carrying out labor activities. In order to overcome the negative consequences of the coronavirus pandemic COVID-19 and other unforeseen factors of a radical nature federal states of the countries and region governments are apt use the tools of innovation and indicative planning.
