A systematic global stocktake of evidence on human adaptation to climate changeAssessing global progress on human adaptation to climate change is an urgent priority. Although the literature on adaptation to climate change is rapidly expanding, little is known about the actual extent of implementation. We systematically screened >48,000 articles using machine learning methods and a global network of 126 researchers. Our synthesis of the resulting 1,682 articles presents a systematic and comprehensive global stocktake of implemented human adaptation to climate change. Documented adaptations were largely fragmented, local and incremental, with limited evidence of transformational adaptation and negligible evidence of risk reduction outcomes. We identify eight priorities for global adaptation research: assess the effectiveness of adaptation responses, enhance the understanding of limits to adaptation, enable individuals and civil society to adapt, include missing places, scholars and scholarship, understand private sector responses, improve methods for synthesizing different forms of evidence, assess the adaptation at different temperature thresholds, and improve the inclusion of timescale and the dynamics of responses.
We present the first systematic, global stocktake of the academic literature on human adaptation. We screen 48,316 documents and identify 1,682 articles that present empirical research documenting human efforts to reduce risk from climate change and associated hazards. Coding and synthesizing this literature highlights that the overall extent of adaptation across global regions and sectors is low. Adaptations are largely local and incremental rather than transformative. Behavioural adjustments by individuals and households are more prevalent than any other type of response, largely motivated by drought and precipitation variability. Local governments and civil society are engaging in risk reduction across all sectors and regions, particularly in response to flooding. Urban technological and infrastructural adaptations to flood risk are prevalent in Europe, while shifts in farming practices dominate reporting from Africa and Asia. Despite increasing evidence of adaptation responses, evidence that these responses are reducing risks (observed and projected) remains limited.
The Arctic is undergoing rapid climate change and is projected to experience the most warming this century of any world region. We review the societal aspects of these current and projected changes. Indigenous knowledge and local knowledge holders living in communities across the Arctic have detected unprecedented increases in temperature, altered precipitation regimes, and changing weather patterns, documenting impacts on terrestrial and marine environments. These local observations situate climate change as one of multiple interacting stressors. Arctic societies have exhibited resilience to climate change, but vulnerabilities are emerging at the nexus of changing environmental conditions and socioeconomic pressures. Infrastructure is highly susceptible to permafrost thaw, coastal erosion, and sea level rise, compounded by the age of infrastructure, maintenance challenges, and cost of adapting. Livelihoods and cultural activities linked to subsistence harvesting have been affected by changes to wildlife, with coping mechanisms undermined by long‐term processes of land dispossession and landscape fragmentation. Reduced sea ice coverage and changing ice dynamics are creating opportunities for enhanced shipping, oil and gas production, and deep‐water fisheries. Legal, infrastructural, economic, and climatic challenges are expected to constrain such developments, with concerns over the distribution of potential benefits. Adaptation is already taking place in some sectors and regions, with efforts directly targeting climate impacts and also addressing underlying determinants of vulnerability. Barriers and limits to adapting are evident. Research that develops projections of future climate impacts is advancing, but studies examining the implications of such changes for communities or economies remain in their infancy. Climate adaptation is a priority for Arctic regions which are witnessing some of the most rapid warming globally. Studies have documented examples of adaptation responses in the Arctic, but assessments evaluating if and how progress is being made over time remain scarce. We identify and examine adaptation progress in the Arctic using a systematic tracking methodology to compare adaptations documented during 2014–19 to those documented for the period 2004–2013 in a benchmark study by Ford et al (2014). Utilising the peer reviewed literature as out data source, we find no noticeable increase in reported adaptations across the two time periods, with the profile of adaptations undertaken remaining largely the same. The majority of documented adaptations continue to be reported in North America, are being undertaken most often in the subsistence-based hunting and fishing sector, are primarily developed in response to a combination of climatic and non-climatic stimuli, are reactive and behavioural in nature, and are mainly carried out at the individual/community scale. Climate change is observed, however, to have a more prominent role in motivating adaptation between 2014–19, consistent with intensifying climate-related exposures in the Arctic. There is limited evidence in the reported adaptations analysed that potential opportunities and benefits from the impacts of climate change are being targeted. The paper provides a general characterisation of adaptation across the Arctic and how it is evolving, and needs to be complimented in follow-up work by studies using alternative data sources on adaptation and research at national to regional scales.
