Dari berbagai program Tanggung Jawab Sosial yang dilaksanakan PT Kilang Pertamina Internasional Refinery Unit II Dumai, Program Desa Wisata Gambut Sejahtera (DEWIGATRA) menjadi program unggulan yang menyita perhatian. Program ini mewakili kebutuhan masyarakat untuk meminimalisir kerentanan, khususnya kebakaran hutan dan lahan yang terjadi setiap tahunnya. Penelitian ini bermaksud untuk mengukur Indeks Kepuasan Masyarakat terhadap Program TJSL PT KPI RU II DUMAI melalui Program DEWIGATRA. Penelitian ini menggunakan pendekatan kuantitatif deskriptif. Populasi dalam kajian ini adalah anggota kelompok pengelola DEWIGATRA. Adapun teknik pengambilan sampel pada peneitian ini adalah purposive sampling. Teknik pengambilan sampel pada peneitian ini adalah purposive sampling. Dari 14 indikator, 12 aspek mendapatkan penilaian yang memuaskan. Hanya Indikator tentang kemampuan masyarakat untuk melanjutkan program secara mandiri mendapat penilaian “KURANG BAIK”. Namun kinerja program DEWIGATRA mendapatkan predikat "SANGAT BAIK" dengan nilai indeks sebesar 3,5 atau 8,75 setelah dikonversi.
Abstrak: Penelitian ini mengukur tingkat kepuasan kelompok masyarakat (IKM) terhadap kinerja Program Pemberdayaan Masyarakat yang dilakukan oleh PT Kilang Pertamina Internasional Unit Dumai (KPI RU II Dumai) melalui skema Tanggung Jawab Sosial dan Lingkungan (TJSL). Unit analisis penelitian ini adalah kelompok penerima manfaat program, yaitu Kelompok Budidaya Perikanan Palas Jaya. Peneliti menggunakan pedoman dari peraturan Kementerian Aparatur Negara dan Reformasi Birokrasi (Permen PAN & RB) dalam menyusun indikator untuk mengetahui tingkat kepuasan masyarakat. Tanggapan yang berhasil dikumpulkan lalu dianalisis dengan metode deskriptif. Hasil penelitian terhadap 17 responden menunjukkan nilai Indeks Kepuasan sebesar 3,31 atau 82,8 setelah konversi. Hasil tersebut menunjukkan bahwa kinerja TJSL “Pemberdayaan Kelompok Masyarakat Budidaya Perikanan Darat” pada tahun 2022 memiliki nilai mutu “A” dengan predikat “Sangat Baik” Berdasarkan 3 aspek dan 14 indikator penilaian, aspek dengan nilai kepuasan terendah adalah aspek perencanaan, dengan nilai IKM sebesar 3,25 atau 81,76 setelah konversi. Dengan begitu, KPI RU II Dumai dapat memperbaiki kinerja TJSL dengan merancang program yang lebih sesuai dengan kebutuhan masyarakat, secara administratif mudah diakses, dan melibatkan masyarakat secara keseluruhan. Kata Kunci: Analisis Kepuasan Masyarakat; Tanggung Jawab Sosial dan Lingkungan; Program Pemberdayaan Masyarakat Abstract: This study measures community satisfaction (IKM) towards the Community Empowerment Program conducted by PT Kilang Pertamina Internasional Dumai Unit (KPI RU II Dumai) through the Corporate Social Responsibility (CSR) scheme. The unit of analysis for this research is the program beneficiary group, namely the Palas Jaya Aquaculture Group. Researchers used guidelines from the Ministry of State Apparatus and Bureaucratic Reform (Permen PAN & RB) regulations in compiling indicators to determine community satisfaction. The collected responses were then analyzed descriptively. The results of the study of 17 respondents showed a Satisfaction Index value of 3.31 or 82.8 after conversion. These results indicate that the CSR performance entitled "Empowering Land Aquaculture Community Groups" in 2022 has an "A" quality grade with a "Very Good" performance value. Based on three aspects and 14 assessment indicators, the aspect with the lowest satisfaction score is the planning aspect, with an SMI value of 3.25 or 81.76 after conversion. That way, KPI RU II Dumai can improve CSR performance by designing programs that align with community needs, are administratively easy to access, and involve the community as a whole. One strategy to deal with climate change is accelerating greenhouse gas (GHG) emissions reduction through a community-based approach. In Indonesia, the government pursues community engagement to reduce GHG emissions through the Program Kampung Iklim (ProKlim). We collected data from 2015-2018, then measured emission reductions (ER) in the waste, livestock, agriculture, energy, and forestry sectors by subtracting baseline and mitigation emissions. The analysis compares the emission reductions achieved through Community-based Action (CBA) to the national emission reduction achievement. The results show that the sector with the most participation rates and the most significant contributor to emission reductions in ProKlim is the energy and waste sector. On the other hand, the sectors that attract the least public attention and emission reduction are the livestock and agriculture sectors. Through 61 community groups and 138 actions, from 2015 to 2018, CBA contributed 133,312.38 tons of CO2e emission reductions, 0.012% to national emission reductions, with the participation value equivalent to USD$266.080. Based on this number, CBA can be the answer to Indonesia's low position in international carbon trading. A strategy that focuses on increasing community participation is needed to optimize the contribution of the CBA to large-scale national emission reductions.
