The matter of cadastral estimation results is one of the most topical in Russia nowadays. People do not agree to fi scal burdens, scientists are not satisfi ed with mass estimation institutions in general. The main reason for such a situation is problems with source data, namely their insuffi cient quality and quantity. As for insuffi cient quality, the only way to make source data better is proper collecting and storing process, but for quantity the way is to develop new methods of mass estimation. The research is devoted to method of market data extrapolation in time for mass assessment of land development, which is effective under conditions of a weak-developed market. This analytical statistical approach is based on implementation of time factor into multiple regression equation that enables using market data extrapolated in time. The method consists of such steps as collecting price forming factors and, sales data over the period of 10 years, making thematic maps, adequacy analysis, and constructing a valuation model. The outcome of the method implementation in cadastral estimation of individual residential development land plots in Votkinsk city showed that it is 50 % more effective than the results of the current government cadastral evaluation.
The article is devoted to the application of the territorial extrapolation of basic data method during a mass (cadastral) assessment of a territory that is characterized by an acute lack of market information. In the framework of the study, an acute lack is understood as the conditions when for the assessing territory there are less than five transaction (offer) prices suitable for regression models. The idea of the method is to use market information of territories that are comparable in a composition of pricing factors and the nature of their influence on the cost, as well as in terms of price levels. The developed method includes such stages as collection of basic data, creation of thematic maps, grouping of estimated territories by price level and composition of pricing factors and modeling. The method was applied to assess land plots that have the type of permitted use “for individual housing construction” and belong to the mass appraisal segment “gardening and horticulture, low-rise residential buildings” in the settlements of the Republic of Udmurtia. The results of approbation shown that the method of territorial extrapolation helps to overcome an acute shortage of market information and build statistically significant models of the cadastral values of land plots.
Cadastral appraisers often use only those pricing factors that are mentioned in the National Standard of Cadastral Appraisal which leads to overestimation or underestimation of the cadastral value, therefore a shortage of budget funds and dissatisfaction among the citizens over the cadastral system of value for the taxation. This study aims to analyze the territory for the presence of local pricing factors, i.e. those that can be identified directly during zoning. Such factors can be, for example, soil quality, environmental health, proximity to waste storage, cell towers, etc. The work consists of the following steps: substantiating the composition of local cadastral value factors, collecting qualitative and quantitative values of cost factors ranking and normalizing the values of factors, checking market data for compliance with the normal distribution law, determining the type of functional dependence of prices on factors, building a model for calculating the cadastral value, analyzing the quality of a statistical calculation model. Approbation was carried out on the example of garden and garden plots located in the Belgorod region of the Russian Federation. The test results showed that the cadastral value model, which included local factors, is statistically significant and better describes the market.
