Public support for planning programs and initiatives are an important component of its success but opposition can be a powerful impediment. When siting unwanted land uses such as affordable housing, neighborhood opposition can be a particularly effective barrier. Understanding the factors that influence opposition is a necessary precursor to successful planning initiatives. This review discusses how attitudes toward affordable housing are likely shaped by factors that influence other social policy attitudes— particularly ideology and stereotyping. The author concludes with recommendations and methods that planners can use to manage public opposition and influence attitudes toward affordable housing.
As advocates push for inclusion of affordable housing beyond the central city, siting battles have become increasingly common. Opponents often claim that affordable housing brings no net benefits to the community, and that it threatens neighborhood property values. This review considers existing evidence regarding the relationship between provision of quality affordable housing and benefits to the larger community. Evidence is considered in the areas of health and education. Given the high level of public concern with these two issues, evidence of benefits could be especially potent in public discussions of affordable housing. Future research is proposed in each area.
Effective democracy requires participation. However, the history of urban politics, housing policy, and neighborhood revitalization has demonstrated that wealth and power often overshadow participation and community activism. Proponents of equity planning and advocacy planning in the USA have fought to include vulnerable, marginalized populations within planning decisions, yet there have been few examples of this in action. We apply Fainstein's principles of The Just City (Ithaca: Cornell University Press, 2010) to investigate the extent to which local opposition affects affordable housing development. In doing so, we question the extent to which housing policy and planning in the USA successfully achieve the goals of equity and fairness, or whether not-in-mybackyard forces operating within (and beyond) "democratic" planning processes override those principles in siting decisions. Our results suggest that community opposition is a considerable barrier to the efficient siting of affordable housing, and propose changes to local planning and implementation strategies in order to minimize opposition and produce more equitable outcomes.
Scholarly work on “shrinking” cities grew following the 2010 census, resulting in a diverse body of popular and academic literature. However, this has not produced a widely accepted definition of the “shrinking city.” We analyze definitions used in a sample of papers on U.S. shrinking cities and propose an empirically justified definition that reflects the shrinking cities research agenda and is easily operationalized. We demonstrate that our resulting universe of eighty cities represents the places studied in the literature and provides a starting point for future research. We hope to draw scholars to a shared understanding of this pressing topic.
