How can we account for the global diffusion of remarkably similar policy innovations across widely differing nation-states? In an era characterized by heightened globalization and increasingly radical state restructuring, this question has become especially acute. Scholars of international relations offer a number of theoretical explanations for the crossnational convergence of ideas, institutions, and interests. We examine the proliferation of state bureaucracies for gender mainstreaming. These organizations seek to integrate a gender-equality perspective across all areas of government policy. Although they so far have received scant attention outside of feminist policy circles, these mainstreaming bureaucracies-now in place in over 100 countries-represent a powerful challenge to business-as-usual politics and policymaking. As a policy innovation, the speed with which these institutional mechanisms have been adopted by the majority of national governments is unprecedented. We argue that transnational networks composed largely of nonstate actors~notably women's international nongovernmental organizations and the United Nations! have been the primary forces driving the diffusion of gender mainstreaming. In an event history analysis of 157 nation-states from 1975 to 1998, we assess how various national and transnational factors have affected the timing and the type of the institutional changes these states have made. Our findings support the claim that the diffusion of gender-mainstreaming mechanisms has been facilitated by the role played by transnational networks, in particular by the transnational feminist movement. Further, they suggest a major shift in the nature and the locus of global politics and national policymaking.The processes associated with increasing globalization are recognized by scholars of international relations as qualitatively altering the form and content of national politics and policy. The diffusion of international norms and their effects on policy and political behaviour are central research questions in international relations. Informed by constructivism, prevailing models are marked by a crucial tension between a static view of norm content and a dynamic picture of norm adoption and implementation. Observing that norms continue to evolve after they emerge, we argue that a discursive approach offers a more promising way forward for theorizing and analysing the life cycles of international norms. We present a view of norms as processes, calling attention to both ‘internal’ and ‘external’ sources of dynamism. We illustrate this theory by tracing and comparing the life cycles of two global equality norms: gender-balanced decision-making and gender mainstreaming. We find that these norms emerged from two distinct policy realms, and after briefly converging in the mid-1990s, have since developed largely separately from, and often in tension with, one another.
Efforts to mainstream a gender perspective in global public policy have been prompted by the proliferation of transnational networking among women's movements. Collaboration among feminist researchers, advocates and policymakers is making gender analysis part of the routine practices and institutions of global governance. For feminist scholars of international relations, gender mainstreaming in global public policy opens up an important new area for critical scrutiny. How do feminist ideas about gender get translated into global policy? To what extent is gender mainstreaming transforming policy outcomes and the process of policymaking? Here, I explore the factors that have given rise to gender mainstreaming across nation-states and international organizations. I also consider those factors that currently serve to constrain and weaken the effectiveness of mainstreaming initiatives from a feminist perspective. I conclude that gender mainstreaming is an open-ended and potentially transformative project that depends on what feminist scholars, activists and policymakers collectively make of it. The major question raised by this article is not how feminist scholars and activists can avoid cooptation by powerful institutions, but whether we can afford not to engage with such institutions, when the application of gender analysis in their policymaking is clearly having political effects beyond academic and feminist communities.
