Potential environmental consequences in terms of radiation dose to people are presented for postulated plutonium releases caused by severe natural phenomena at the Atomics International's Nuclear Materials Development Facility (NMDF), in the Santa Susana site, California. The severe natural phenomena considered are earthquakes, tornadoes, and high straight-line winds. Plutonium deposition values are given for significant locations around the site. All important potential exposure pathways are examined. The most likely 50-year committed dose equivalents are given in Table 1 for the maximum-exposed individual and the population within a 50-mile radius of the plant. The maximum plutonium deposition values likely to occur offsite are also given in Table 1.
This report provides ~ brief review of emergency radiological monitoring instrumentation capabilities based on visits to Nuclear r-1aterials Safety and Safeguards (NMSS) licensees and en a review of the open literature. Recommendations based on findings are made with regard to instrument design and operution, training, calibration, testing, analytical methods, sa~pling procedures, anG ejUality assurance. An assessment of currently available instrumentation is made with respect to types of instruments, instrument specifications, future needs of NRC/NMSS licensees as seen by instrument manufacturers and extent to which those needs will be met.
