This research provides a contextualized and detailed illustration of how climate change could overwhelm elderly adult's adaptive capacity and highlights the need for support services to provide safeguards. The issues and concerns raised may bear similarities to other locations, especially urban settings facing similar climate stressors with similar socioeconomic conditions. The findings suggest a need for further research to improve our understanding and serve as the basis for collaborative adaptation planning that engages elderly communities with local governments and a broad coalition of partners to keep elders safe.
This paper discusses current opportunities for universities to partner with local governments and NGOs to support local level adaptation to climate change and a proposed ten-stage model which delineates the key stages of a collaborative climate change adaptation process. We offer findings and recommendations based upon two case studies of recently completed regional climate change adaptation projects in New Hampshire and Minnesota. These recommendations are also informed by previous research on effective community-based natural resource management programs and the role of building local community capital to support ongoing adaptation efforts. Key findings include the identification of relevant and significant roles for higher education that are supportive of local climate change adaptation efforts. These roles include, but are not limited to, conducting applied climate change research, assessment of current conditions and the risks from severe weather events, translating science for lay audience and local decision makers, disseminating local-scaled climate information, providing technical support for multisector collaborative planning efforts, and evaluating the effectiveness of local adaptation actions. Both case study sites found that the involvement of higher education in local climate change adaption efforts raises the legitimacy of the process.
Despite older adults’ vulnerability to climate change, little research has investigated their preferred adaptation strategies. The purpose of this paper is to provide insight into their perspective and the potential for participatory adaptation to enhance their resilience. This paper presents the results of a collaborative adaptation planning process conducted with older adults in Bridgeport, Connecticut. During two meetings, older adult participants developed recommendations following adaptation best practices. Recommendations focused on encouraging preparedness through workshops and informational materials tailored for older adults. Additional recommendations focused on enhancing community services to provide effective warning mechanisms, shelter access, ride sharing and transportation assistance, and establishing a telephone based clearinghouse for extreme weather and emergency resources for older adults. A prioritization exercise showed that the participants and city staff believed all recommendations were potentially effective and feasible. A summative evaluation showed that the participatory planning enhanced resilience by raising awareness among the older adult participants and city agencies, enhancing communication, and increasing the older adult participants’ ability to self-advocate.
Numerous decision support tools have been developed to assist stormwater managers to understand future scenarios and devise management strategies. This paper presents one such tool, the Vulnerability, Consequences, and Adaptation Planning Scenarios (VCAPS) process, and reports on experiences from its deployment in 10 coastal communities on the Atlantic and Gulf coasts. VCAPS helps to elucidate local complexities, couplings, and contextual nuance through dialogue among technical experts and those with detailed contextual knowledge of a community. Participants in the process develop qualitative scenarios of climate change impacts and how different management strategies may prevent or mitigate undesirable consequences. The scenarios help stormwater managers diagnose potential problems that may emerge from climate change and variability, which can then be subject to further detailed analysis. The authors describe five challenges faced by stormwater managers and how insights that emerge from scenario-based processes like VCAPS can help address them: characterizing the implications of interacting climate stressors that originate stormwater, bringing all available expertise and local knowledge to bear on the problem of stormwater management, integrating local and scientific information about coupled human–environment systems, identifying management actions and their trade-offs, and facilitating planning for sustained coordination among multiple public and private entities.
