The COVID-19 pandemic unveiled the fragility of food sovereignty in cities and confirmed the close connection urban dwellers have with food. Although the pandemic was not responsible for a systemic failure, it suggested how citizens would accept and indeed support a transition toward more localized food production systems. As this attitudinal shift is aligned with the sustainability literature, this work aims to explore the tools and actions needed for a policy framework transformation that recognizes the multiple benefits of food systems, while considering local needs and circumstances. This perspective paper reviews the trends in production and consumption, and systematizes several impacts emerged across European food systems in response to the first wave of pandemic emergency, with the final aim of identifying challenges and future strategies for research and innovation toward the creation of resilient and sustainable city/region food systems. The proposal does not support a return to traditional small-scale economies that might not cope with the growing global population. It instead stands to reconstruct and upscale such connections using a “think globally act locally” mind-set, engaging local communities, and making existing and future citizen-led food system initiatives more sustainable. The work outlines a set of recommended actions for policy-makers: support innovative and localized food production, training and use of information and communication technology for food production and distribution; promote cross-pollination among city/region food systems; empower schools as agents of change in food provision and education about food systems; and support the development of assessment methodologies and the application of policy tools to ensure that the different sustainability dimensions of the food chain are considered.
The emergence of market mechanisms for the protection of biodiversity and ecosystem services in recent years has been portrayed by most conservation institutions and epistemological frameworks as an unprecedented opportunity for the conservation of nature. This article shifts the focus from the improved effectiveness arguments concerning such mechanisms to examine their institutional and political context and origins. It outlines the field of transnational biodiversity markets and uncovers the normative biases it displays. The regulatory vocabulary of ‘market mechanisms’ is juxtaposed to the more explicit ideological approach professed by the critics of neoliberalism. The argument is that, rather than an inevitable component in contemporary conservation governance, market mechanisms imply a set of contested choices for certain values, a particular economic development trajectory, a particular understanding of the biodiversity problem, and a weak role for legal obligations. Transnational environmental law needs to establish its interest beyond that of the regulation literature if it is to account for the proliferating movements around the world in favour of a reasserted normative guidance for the markets and against the process of marketing the market.
To contribute to the debate about sustainable seafood consumption, this article considers the role of mandatory food labeling. The article first flags the rise of a policy paradigm of shared responsibility and policy imperatives at various levels calling for increased integration of the citizen/consumer into public regimes, including in fisheries governance. It then explores the options available to citizen/consumers to engage in the fisheries regime in different stages of the value chain and evaluates their readiness to respond to the expectations. Mandatory food labeling of seafood is introduced as an under-unexplored governance tool, alongside the key enabling technological and policy trends. The rise of transparency and traceability, both as norms and a set of technological capabilities, is highlighted as an opportunity for implementation of mandatory seafood labeling. While recognizing equity challenges and various supplementary actions needed to ensure an effective behavioral and attitudinal shift toward more engaged governance (better education and enforcement and an enabling social setting), the article suggests to further explore mandatory labeling within the governance toolbox. It should be particularly relevant in the context of developed markets with global trade and political influence, and as means of fostering ocean literacy and transparent, participative and deliberative kind of governance.
