The state of New York has ambitious mandates for reducing greenhouse gas emissions and increasing renewable energy generation. Solar energy will play an important role in reducing greenhouse gas emissions from the electric energy sector. Concerns over solar installations’ impacts to host communities and the environment have led to growing conflicts over solar energy siting on Long Island, in other parts of New York, and throughout the US. Understanding community members’ perspectives is critical for reducing conflict. Solar energy can be deployed more quickly and at lower cost if projects are structured to address the concerns and meet the needs of the community. This paper presents the results of a survey of residential utility ratepayers that examined their perceptions, preferences, and priorities concerning mid- to large-scale solar development on Long Island (250 kW and larger). The survey asked respondents to consider specific installation types, financial models, and other aspects of solar development. Results indicate that respondents were overwhelmingly supportive of mid- to large-scale solar development in their communities. The most highly supported development types were solar systems on rooftops and solar systems that are co-located with other land uses (mixed use) at a particular site, such as parking canopies, landfills, or integration with agriculture. The most highly supported financial models included privately funded projects by local developers and community solar projects. The largest concern about solar development expressed by respondents did not involve tree removal or visibility (as initially hypothesized to be the most significant considerations) but rather the fairness of the distribution of economic benefits associated with solar development. This paper provides concrete insight into particular models of solar development that may invoke less conflict and more community support.
Conservation organizations rely on conservation easements for diverse purposes, including protection of species and natural communities, working forests, and open space. This research investigated how perpetual conservation easements incorporated property rights, responsibilities, and options for change over time in land management. We compared 34 conservation easements held by one federal, three state, and four nonprofit organizations in Wisconsin. They incorporated six mechanisms for ongoing land management decision-making: management plans (74 %), modifications to permitted landowner uses with discretionary consent (65 %), amendment clauses (53 %), easement holder rights to conduct land management (50 %), reference to laws or policies as compliance terms (47 %), and conditional use permits (12 %). Easements with purposes to protect species and natural communities had more ecological monitoring rights, organizational control over land management, and mechanisms for change than easements with general open space purposes. Forestry purposes were associated with mechanisms for change but not necessarily with ecological monitoring rights or organizational control over land management. The Natural Resources Conservation Service-Wetland Reserve Program had a particularly consistent approach with high control over land use and some discretion to modify uses through permits. Conservation staff perceived a need to respond to changing social and ecological conditions but were divided on whether climate change was likely to negatively impact their conservation easements. Many conservation easements involved significant constraints on easement holders' options for altering land management to achieve conservation purposes over time. This study suggests the need for greater attention to easement drafting, monitoring, and ongoing decision processes to ensure the public benefits of land conservation in changing landscapes.
The plethora of alternative food labels emerging in the marketplace reflects consumer interest in informed and sustainable purchasing. However, consumers’ preferences vary with respect to the sustainability metrics represented by labeling programs. The goal of this project was to characterize public university students’ perceptions of product parameters commonly represented by food labels for produce (e.g., cost, taste, certified organic, locally grown). A consumer survey (n = 338) was conducted at two university dining halls, located in close proximity to major residence hall communities which house approximately 2600 students. Culinary, health and cost attributes (taste, nutritional value, price and appearance) were ranked as more influential in determining purchasing decisions than sustainability attributes related to production and sourcing. While sustainability values were not as influential in driving purchasing behaviors as compared with product attributes, they were important to approximately 50% of the survey respondents. By identifying the sustainability values of students and their willingness to pay more for specific types of sustainable food, results from this study can inform efforts to align priorities of campus dining services with the values of their student patrons, as well as identify educational opportunities around agriculture and food production.
