Childhood lead exposure can lead to psychological traits that are strongly associated with aggressive and criminal behavior. In the late 1970s in the United States, lead was removed from gasoline under the Clean Air Act. I use the state-specific reductions in lead exposure that resulted from this removal to identify the effect of childhood lead exposure on crime rates. The elasticity of violent crime with respect to childhood lead exposure is estimated to be 0.8, and this result is robust to numerous sensitivity tests. Mixed evidence supports an effect of lead exposure on murder rates, and little evidence indicates an effect of lead on property crime. Overall, I find that the reduction in childhood lead exposure in the late 1970s and early 1980s was responsible for significant declines in violent crime in the 1990s and may cause further declines in the future. Moreover, the social value of the reductions in violent crime far exceeds the cost of the removal of lead from gasoline.
It is well known that exposure to lead has numerous adverse effects on behavior and development. Using data on two cohorts of children from the National Longitudinal Survey of Youth (NLSY), this paper investigates the effect of early childhood lead exposure on behavior problems from childhood through early adulthood. I find large negative consequences of early childhood lead exposure, in the form of an unfolding series of adverse behavioral outcomes: behavior problems as a child, pregnancy and aggression as a teen, and criminal behavior as a young adult. At the levels of lead that were the norm in United States until the late 1980s, estimated elasticities of these behaviors with respect to lead range between 0.1 and 1.0. (JEL I18, J13, K49, Q53, Q58)
Childhood exposure to even low levels of lead can adversely affect neurodevelopment, behavior, and cognitive performance. This paper investigates the link between lead exposure and student achievement in Massachusetts. Panel data analysis is conducted at the school-cohort level for children born between 1991 and 2000 and attending 3rd and 4th grades between 2000 and 2009 at more than 1,000 public elementary schools in the state. Massachusetts is well-suited for this analysis both because it has been a leader in the reduction of childhood lead levels and also because it has mandated standardized achievement tests in public elementary schools for almost two decades. The paper finds that elevated levels of blood lead in early childhood adversely impact standardized test performance, even when controlling for community and school characteristics. The results imply that public health policy that reduced childhood lead levels in the 1990s was responsible for modest but statistically significant improvements in test performance in the 2000s, lowering the share of children scoring unsatisfactory on standardized tests by 1 to 2 percentage points. Public health policy targeting lead thus has clear potential to improve academic performance, with particular promise for children in low income communities.
Between 1990 and 2002, female obstetrician-gynecologists earned lower annual incomes than male obstetrician-gynecologists, even when matched on age. However, by 2002 this income gap was almost entirely explained by gender differences in productivity and practice patterns.
