Most districts of China have already taken measurements in system innovation and exploration upon rural land management system ever since the middle and later periods of 1990s, which caused wide public concern. Since the twenty-first century, with the support and recognition of the authority, local governments have been constantly deepening the reformation on rural land management system, establishing long-term mechanism to promote industry nurturing agriculture and cities supporting countryside as long-term guiding principles, which are positive and effective. Among them, the land ticket system reformation in Chongqing is most worthy of focus. Land tickets are the quotas acreage of land, which were reclaimed from rural construction land, such as farmers' homesteads, available for urban construction according to the urban and rural construction planning. Since the land ticket system has been put into effect from 2008 in Chongqing, the layout of urban and rural construction land has been optimized, the relationship between the population urbanization and the land urbanization has been better coordinated, the rural economic has developed fast, and the new-type urbanization construction has been carried out smoothly.
Soil moisture content improvement is a key process in agricultural production and food security in arid and semi-arid regions. The interaction effect of crop water requirement (CWR) and soil texture on water productivity (WP) was evaluated in Harbin, Heilongjiang province, China. A field experiment with two scenarios of compost application (0, 25 ton/ha) and three levels of irrigation policies (deficit irrigation (DI = 0.75CWR), regular irrigation (RI = CWR), and full irrigation (FI = 1.25CWR)) was planned in three replications during the 2021–2022 year. Water productivity was simulated as a criterion to improve the irrigation time for increasing the final biomass. Four strategic crops including potato, corn, wheat, and barley were incorporated into the daily simulation system. Furthermore, a machine-learning random forest algorithm was used to find the best irrigation times. The results showed that the use of adjusted irrigation time and improved soil texture can increase water productivity by reducing evaporation and deep percolation and increasing actual biomass. Estimation of irrigation time in a learning-based method will be optimal when plant growth and soil moisture are monitored on a daily basis.
It is a problem to speed up the mortgage financing of rural property rights, meet the financing needs of rural households and other agriculture-related subjects, and solve the shortage of rural funds. This paper summarizes the practical experience of rural property right mortgage financing in Wuhan, Chengdu, Chongqing, and other areas. Then analyzes the restrictive factors in rural property right mortgage financing, such as imperfect laws and regulations, high financing cost, banks, and other financial institutions are not active, and so on. Based on this, this paper analyzes the limiting factors in this financing, and puts forward some countermeasures and suggestions to accelerate it, to deepen the reform of rural property mortgage financing and promote the finance plan named "Finance to Countryside."
In recent years, the rural tourism industry in China developed prosperously, which effectively contributing to the implementation of the China Rural Revitalization Strategy. However, there are still many dilemmas in the development of rural tourism industry practices, such as excessive dispersal and poor operability of construction land use policies, lagging village planning, insufficient land use indicators, and housing site management policy restrictions. Accordingly, this paper analyzes the dilemmas in rural tourism development land use. Based on field investigation and literature analysis, the practices of land policy promoting the development of rural tourism industry are presented. The methods, case analysis, literature review, and empirical research are adopted in the research. The expected results that solving the dilemmas in land use are obtained through the combination of qualitative and quantitative analysis, including the integration and innovation of rural tourism land use policy, the rural tourism industry layout led by village planning, multiple strategies to protect tourism land index, and the speeding up of the rural collective construction land entry into the market. The above strategies could ensure the orderly development of new rural industries and new business forms such as rural tourism, and accelerate the implementation of China Rural Revitalization Strategy.
