This article provides an overview of key lessons about the governance and leadership of interagency working in multi-level contexts. The article is based on interviews with local and national leaders across Europe. This topic is timely given the complexity of European public sector governance which demands leadership, coproduction, and styles of collaboration which promote partnershipworking within local contexts. We highlight that localism is central but this still requires national political leadership for localism to be managed and delivered effectively. In other words, empowermentheavy models of governance, without top-down support, risks interagency ineffectiveness or even failure. We argue that leadership at macro, meso and micro levels of the governance system is required in order for successful interagency working to be delivered. We find that removing the barriers to interagency working requires the identification of an interagency leader (and to even enshrine this within statute), clear roles and lines of accountability for professionals, a breakdown of disciplinary silos, non-tokenistic bottom-up approaches, national public service leadership which promotes capacity building, and the dovetailing of planning and evaluation. The article concludes by proposing strategies for developing effective multi-level interagency working.
Inclusive education can be promoted through partnerships between agencies supporting children and families, such as those in the scope of education, healthcare, social care, and welfare. Partnerships, often referred to as interagency working, were found to determine positive children's educational outcomes, and home-learning environment in previous studies. However, evidence on impact and best practices is still limited. The aim of this paper was to study facilitating factors, and impacts of interagency working for inclusive education. Perspectives of service providers were analysed in regard to a Portuguese project aiming to promote inclusive education and academic progress of children in primary school from a Roma community living in a low-income neighbourhood. Findings indicated that facilitating factors of interagency working for promoting inclusive education included political support, participation of service users in the planning and delivery of interventions, and informal and collaborative working relationships. Positive outcomes were found regarding improved children's school attendance and academic progress, and increased involvement of parents in children's education.
The widespread use of digital technology allows for a number of transformations in the organization of work which renders the importance of professional and expert knowledge more open to challenges. The digital age is impacting and changing many aspects of professional development, therefore must be examined in its effects on reshaping healthcare professions and its implications on professional autonomy and discretionary judgment. To achieve this goal, advantages and disadvantages will be highlighted about the usage of electronic health record software to the healthcare professional's autonomy and discretionary power. The increased use of digital technologies is deeply affecting most professional occupations, transforming their identities, structures, and practices. In recognizing the challenges and opportunities to professional work of the digital transformation is underlined the importance of trying to understand how to remain professional in different digital environments and how to work in contexts with ambient surveillance.
