We study the COVID-19 pandemic's effects on the labor supply of parents with young children. Using the monthly Current Population Survey, and following a pre-analysis plan, we use three variations of difference-indifferences to compare workers with childcare needs to those without. The first compares parents with young children and those without young children, while the second and third rely on the presence of someone who could provide childcare in the household: a teenager in one and a grandparent in the other. We analyze three outcomes: whether parents were "at work" (not sick, on vacation, or otherwise away from his or her job); whether they were employed; and hours worked. Contrary to expectation, we find the labor supply of parents with young children was not negatively affected by the COVID-19 pandemic. Instead, some evidence suggests they were more likely to be working after the pandemic unfolded. For the outcomes of being at work and employed, our results are not systematically different for men and women, but some findings suggest women with young children worked almost an hour longer per week than those without. These results suggest that factors like employers allowing employees to work at home and informal sources of childcare aided parents in avoiding negative shocks to their labor supply during the pandemic.
Policy changes intended to delay retirements of older workers and extend their work lives may run up against barriers owing to rising physical challenges of work as people age. We examine whether physical challenges at work influence employment transitions of older male workers in the age range for which public policy is trying to extend work lives and whether older male workers are able to mitigate these challenges while still remaining employed. The evidence indicates that physical challenges pose a barrier to extending work lives, although some older male workers with physically demanding jobs are able to mitigate these demands-either at new jobs or with the same employer. Our findings suggest that greater accommodation of physical challenges faced by older workers would likely increase the success of policies intended to induce later retirement.
Theories and evidence suggest that older women may experience unique discrimination for being both old and female in the workplace. To provide a remedy for this type of discrimination known as intersectional discriminationlegal scholars argue that age and sex discrimination laws must be used jointly and acknowledge intersectional discrimination (age-plus-sex or sex-plus-age discrimination) as a separate cause of action. Nonetheless, in general, courts have declined to do so even though older women are protected under both age and sex discrimination laws. This raises a concern that age discrimination laws may be ineffective, or less effective in protecting older women. I test this implication by estimating the differential effect of age discrimination laws on labor market outcomes between older women and older men. My findings show that age discrimination laws did far less to improve labor market outcomes for older women than for older men. These results may explain the persistent findings of discrimination against older women in the existing literature and support the legal scholars' argument that older women's intersectional discrimination must be recognized as a separate cause of action. *I am indebted to David Neumark who provided valuable guidance and encouragement during the initial stages of this work. We provide an overview of research that indicates that older women face unique challenges and opportunities with respect to work, retirement, Social Security, and age discrimination law. We present estimates of poverty by age and sex, showing that poverty increases with age for women due to older women often outliving their spouses and becoming widowed. We discuss research that shows that women benefit more than men from working longer. We then note that older women face intersectional discrimination that can unfortunately be a barrier to older women working longer. We detail how older women often "fall between the cracks" of the Age Discrimination in Employment Act and Title VII of the Civil Rights Act and are thus not well protected against this intersectional discrimination. As a final example of how women face different circumstances, we summarize research on how older women were differentially negatively impacted by the elimination of Social Security's Retirement Earnings.
