Abstract. Although hydrologic models provide hypothesis testing of complex dynamics occurring at catchments, freshwater quality modeling is still incipient at many subtropical headwaters. In Brazil, a few modeling studies assess freshwater nutrients, limiting policies on hydrologic ecosystem services. This paper aims to compare freshwater quality scenarios under different land-use and land-cover (LULC) change, one of them related to ecosystem-based adaptation (EbA), in Brazilian headwaters. Using the spatially semi-distributed Soil and Water Assessment Tool (SWAT) model, nitrate, total phosphorous (TP) and sediment were modeled in catchments ranging from 7.2 to 1037 km2. These headwaters were eligible areas of the Brazilian payment for ecosystem services (PES) projects in the Cantareira water supply system, which had supplied water to 9 million people in the São Paulo metropolitan region (SPMR). We considered SWAT modeling of three LULC scenarios: (i) recent past scenario (S1), with historical LULC in 1990; (ii) current land-use scenario (S2), with LULC for the period 2010–2015 with field validation; and (iii) future land-use scenario with PES (S2 + EbA). This latter scenario proposed forest cover restoration through EbA following the river basin plan by 2035. These three LULC scenarios were tested with a selected record of rainfall and evapotranspiration observed in 2006–2014, with the occurrence of extreme droughts. To assess hydrologic services, we proposed the hydrologic service index (HSI), as a new composite metric comparing water pollution levels (WPL) for reference catchments, related to the grey water footprint (greyWF) and water yield. On the one hand, water quality simulations allowed for the regionalization of greyWF at spatial scales under LULC scenarios. According to the critical threshold, HSI identified areas as less or more sustainable catchments. On the other hand, conservation practices simulated through the S2 + EbA scenario envisaged not only additional and viable best management practices (BMP), but also preventive decision-making at the headwaters of water supply systems.
Both Ecosystem-based Adaptation (EbA) and Payment for Ecosystem Services (PES) have a wide range of strategies that include different economic instruments for nature conservation. Although the generation and maintenance of payment for hydrologic ecosystem services (Water-PES) is expanding in Brazil, there are difficulties in the implementation of projects. Due to the complexity and non-linearity of the hydrological processes, also affecting both EbA and Water-PES goals, monitoring qualiquantitative aspects of streams have been here addressed as a useful management tool. This study presents the Hydrological Monitoring Plan (HMP) of the Water Producer/PCJ project, operating between 2009-2014, in order to: 1) evaluate the impact of project actions under water quali-quantitative aspects; and 2) promote the incorporation of HMP's elements in water resources management. HMP of the Water Producer/PCJ project has been implemented following the conditions for efficiency (baseline, long-term scale compatible with the actions of the project, in the experimental and reference watersheds). In addition, HMP is being implemented from upstream to downstream in catchments with areas ranging from 17 to 130 km 2 . This proposal favors the quantification and valuation of hydrologic services that could be assessed by ecohydrologic monitoring and modeling. Thus, we look forward to the consolidation of the Brazilian information system of water resources, the reduction of modeling uncertainties and integrated assessment of the consequences of landuse/land-cover change that strongly impact goals of EbA and Water-PES initiatives.
The choice of areas for nature conservation involves the attempt to maximize the benefits, whether by carrying out an economic activity or by the provision of Ecosystem Services. Studies are needed to improve the understanding of the effect of the extent and position along the watershed of restored areas on soil and water conservation. This study aimed to understand how different restoration strategies might reflect in soil conservation and sediment retention. Using InVEST tool, sediment transport was simulated in a small 12 km2 watershed (Posses River, in Southeast Brazil), where one of first Brazilian Payment for Ecosystem Services (PES) projects is being carried out, comparing different hypothetical restoration strategies. With 25% of restoration, sediment export decreased by 78% for riparian restoration, and 27% for the steepest slopes restoration. On the other hand, the decrease in soil loss was lower for riparian restoration, with a 16% decrease, while the steepest slopes restoration reduced it by 21%. This mismatch between the reduction of sediment export and soil loss was explained by the fact that forest not only reduces soil loss locally but also traps sediment arriving from the upper parts of the watershed. While the first mechanism is important to provide soil stability, decreasing the risk of landslip, and to maintain agricultural productivity, the second can improve water quality and decrease the risk of silting, with positive effects on the water reservoirs at the outlet of the watershed. This suggests that Riparian and the Steepest Slopes restoration strategies are complementary in the sense of preventing sediments from reaching the water bodies as well as protecting them at their origin (with the reduction of erosion), so it will be advisable to consider the two types of restoration.
As iniciativas de Pagamento por Serviços Ambientais com foco na água (PSA hídrico) estão se expandindo em toda a América Latina e no Brasil, sobretudo a partir da criação do Programa Produtor de Água, em 2006, pela Agência Nacional de Águas (ANA). Este estudo objetivou traçar o perfil da evolução dos PSAs hídricos no período de 2011 a 2014 no Brasil. As iniciativas de PSAs hídricos foram identificadas, classificadas e mapeadas quanto a seu estágio de atuação, com base em dados obtidos em páginas eletrônicas e entrevistas a organizações não governamentais e governamentais (federais, estaduais e municipais), relacionadas a essas iniciativas. O número de iniciativas de PSAs hídricos aumentou de 42, em 2011, para 52 em 2014. De modo geral, elas estão evoluindo em termos de estágio de atuação, mas muitas têm enfrentado dificuldades, principalmente pela descontinuidade da fonte de recursos para o pagamento. Concluiu-se que as informações sobre as iniciativas de PSA hídrico no Brasil, quando existentes, são difusas, e que elas estão evoluindo progressivamente no Brasil e se expandindo para outros biomas além da Mata Atlântica, mas ainda com diversas lacunas que precisam ser supridas.
