, after an early career in Russia as a Jewish religious reformer, arrived in Britain in 1891 with the aim of spreading the 'ideas of reconciliation... between man and man' which he had unsuccessfully propagandized in Russia. As a lecturer, magazine editor (The Anglo-Russian) and publicist, he participated in the swell of interest in Russia which swept Britain in the quarter-century before the Great War.
