In an effort to overhaul and stabilise the banking sector, the Bank of Ghana revoked the licences of nine Ghanaian banks and one was downgraded to savings and loans institution which later folded up summing up to ten banks. This paper investigated the effects of the collapse banks on customers. Using a quantitative approach, the study revealed that the collapse of the banks had major impacts on customers including loss of capital, disincentive to do further savings, inability to pay creditors and a general decline in the capacity to handle needs including educational plans. In addition, the study established that the most affected customer category was current account holders. Among others, the study recommends that the Bank of Ghana should be cautious in handing distressed banks, and also encourage self-regulation among banks mainly through the Bankers’ association. It is also recommended that over ambitious branch network expansions should be scrutinized regularly by the Central Bank. As part of the governance framework, universal banks should also put in place mechanisms to monitor and sanction both internal and external auditors when their works fall below expectations.
The use of technology in the classroom makes learning more pleasant and simpler. The utilization of technology in the classroom is becoming more prevalent in these modern times, especially in this COVID-19 era. In this chapter, we discuss the emerging trends in education including the incorporation of new technologies. Among the technologies covered in no particular order of importance are virtual reality, augmented reality, mobile learning devices, and the internet of things. We evaluate the potential impact of emerging technologies on university teaching and learning. The technology education tools, including headsets, handsets, computers/laptops, electronic readers and online books, were identified in the literature.
Ghana Education Service is believed to be the department with the highest level of undeserved compensations and other related payroll fraud. This is because the Auditor General Report (2018) noted that Ghana Education Service is the common department for the menace of Salary Grade Mismatches which included some 1,200 employees across board. This paper is born with the purpose of Assessing the Impact of the E-Salary Payment Voucher system and Payroll Headcounts/Audits in the elimination of Unauthorized Compensations in the two Kasena-Nankana Districts of Upper East Region of Ghana. Research questions for the study focused on the relationship between undeserved compensations which is the dependent variable and the independent variables include; payroll audits and the E-Salary Payment Voucher system. This study employed the fraud triangle theory as the basis for its experiment. The study also utilized the non-probability quota sampling method to select 102 users of the E-SPV system for a cross sectional survey in Ghana Education Service. Significant findings of the study include, validators or users of the E-SPV system are partly mandated to protect the public purse and hence the power to allow the prevalence of undeserved compensations is also in their hands. Recommendations emanating from the study seek to unpin that there should be an annual system audit of the Electronic Salary Payment Voucher at various management units to ensure that it reflects the true and fair view of the compensations given to staff at various cost centers in Ghana Education Service.
Governments in both developed and developing nations have embraced the idea of using information communication technology to enable them enhance the quality of services offered by public sector institutions, increase access to information and public participation. The result of this is the emergence of e-procurement which has changed the way purchasing is done in the digital age. This paper therefore assesses the implementation of an e-procurement policy and emergent training needs of procurement practitioners - the case in Volta River Authority. The study adopted the descriptive research design and qualitative research approach. The purposive sampling strategy was used to sample 56 respondents from the population of 150 at VRA-NEDCO for the survey. Primary source of data was collected using semi-structured. Finding of the study revealed critical human resource and technical requirements for the implementation of e-procurement at VRA-NEDCO. Technically, quality IT infrastructure, standard data harmonization, adequate data management and messaging strategies were required while professionalism, high internal regards for procurement, adequate and skilled procurement specialists were the opportunities for the implementation of e-procurement in Volta River Authority. Also, VRA-NEDCO provides advanced computer literacy programs (Microsoft office, excel and notepad), advanced effective communication programs to create staff awareness of e-procurement, workshop on the public procurement Act of Ghana, Basic hardware training and Data management and supplier integration skills before the implementation of the Oracle e-procurement system. In examining the major challenges associated with the implementation of e-procurement, the study found the following as challenges VRA faces in the implementation of e-procurement; technology challenges such as data system hacking and cracking, unreliable internet and technology incompatibility and integration of external systems. Some process challenges also include; unwillingness to re-engineer process, challenge of supplier adoption and initial high cost of introducing e-procurement solution. The human resource challenges to e-procurement implementation at VRA include, issues of professionalism and training requirement, availability of e-procurement experts and resistance to change management.
