Collaborative innovation has been increasingly adopted by the public sector to address complex issues and improve its efficiency. Despite the developments in the literature on this subject, recent studies still indicate the need to investigate how public governance could be organized to support collaborative processes of innovation. Through a systematic review of 36 empirical studies, this article aims to contribute to bridging this gap by identifying the characteristics that should form governance in order to support the collaborative innovation process in the public sector. The results show that the establishment of relationships of trust, supported by technology tools and promoted by leaders committed to well-established goals, is a characteristic of governance that has a positive influence on collaborative innovation processes. However, there is still a need to develop more studies that indicate the characteristics of governance that may contribute to the implementation of innovation and not just to its creation processes. Points for practitioners Collaboration has been shown to be a more positive strategy for innovation in the public sector in comparison with strategies that seek isolation or competition. However, it is necessary to establish governance mechanisms that contribute to the involvement of stakeholders and to the achievement of the intended results so that this strategy becomes successful. By reviewing the results of prior empirical experiences, this article identifies that in order for collaborative innovation processes in the public sector to be successful, governance must predict: the participation of top management and managers with decision-making power; the setting of clear goals and needs; the generation of useful innovation that benefits stakeholders; and the establishment of tools that facilitate communication, interaction, and the sharing of information and knowledge. This information provides managers and public policymakers with key indicators, learned from prior mistakes and accomplishments, for the implementation of this innovation strategy in their organizations.
This study aims to verify the acceptance of e-books by identifying the effects of the variables Performance Expectancy, Effort Expectancy, Social Influence, Facilitating Conditions, Habit, Price Value, and Hedonic Motivation, moderated by Age, Gender and Experience on the intention of use and actual use of this technology. To verify the effects of the relations between these variables, we applied the Unified Theory of Acceptance and Use of Technology 2 model (VENKATESH; THONG; XU, 2012). Out of a universe of 118,456 Brazilian citizens directly involved with education, 1,013 completed an online survey. We analyzed the data via structural equations modeling; we obtained generalized least squares and standard errors via resampling (Jackknife). The study concludes that Habit, Effort Expectancy and Facilitating Conditions are important for the adoption of e-books, and that Age, Gender and Experience are crucial moderators of these relations.
A transparência e a clareza dos relatórios de pesquisa, destacando a etapa de coleta de dados, são consideradas parâmetros importantes de avaliação do rigor científico em estudos qualitativos. Por essa razão, quanto mais explicitados forem os procedimentos de coleta e análise, mais qualidade poderá ser aferida ao estudo. Um roteiro de saturação teórica empregado na análise dos dados pode colaborar com esse propósito. Este trabalho teve como objetivo relatar uma experiência do uso da técnica de saturação teórica no campo das ciências sociais aplicadas, descrevendo os passos e ressaltando os desafios enfrentados. Foram discutidos e problematizados os seguintes tópicos: categorias de análise, roteiro de pesquisa, critérios para organização da amostra, ponto de saturação, registro e constatação final da saturação teórica. Espera-se, a partir dos resultados alcançados, contribuir para o aprofundamento do conhecimento sobre a técnica, especialmente, entre investigadores qualitativos do campo da Administração. Além disso, o estudo também contribui com a divulgação de um roteiro empírico para sistematização e tratamento de dados em estudos que optarem pela saturação teórica.
This study aimed to describe the adoption process in light of the diffusion of innovations and technologies of the management system enterprise resource planning in a non-profit organization, considering inhibiting and facilitating factors of this process and innovations or arising benefits. A descriptive qualitative approach was conducted through a case study. Triangulation of researchers was used in the content analysis of the empirical evidences obtained through 17 structured interviews. It was concluded with this study that the facilitating factors outweigh the inhibiting factors of the adoption of the system. With regard to innovations arising from the adoption of this technology, it was found that there were process and administrative innovations through the implementation of new processes, practices and structural organization, which resulted in the effective reach of the organization's objective, with respect to the compliance for business customers which had as goal to adjust themselves to the standards of minimum quotas for hiring young apprentices.
