Este estudio tuvo por objetivo evaluar la política educativa de participación ciudadana en la educación básica regular, orientada a la formación de cultura política estudiantil, en instituciones educativas de Chiclayo. Se planteó como una investigación de corte cuantitativo, de diseño no experimental, tipo descriptivo transversal. En base a una muestra conformada por 298 estudiantes de quinto grado de secundaria en Instituciones Educativas del Distrito de Chiclayo, quienes aplicaron dos cuestionarios, uno sobre política educativa de participación ciudadana, y otro sobre cultura política. Entre los resultados se observó que el 39% de los estudiantes presentó un nivel bajo de participación ciudadana, desde la perspectiva de conocimientos e intervención participativa tanto dentro como fuera de la institución. Asimismo, el 36% mostró un nivel regular en cultura política, en relación el aspecto cognitivo, y alto en el aspecto afectivos. No conocían los mecanismos que existen para participar en los asuntos públicos, pero a pesar de ello demostraron interés por cuestiones políticas. La implementación de una política educativa de participación ciudadana desde la educación básica regular, contribuirá de forma importante en la formación de cultura política estudiantil en las instituciones educativas de Chiclayo.
The objective of this study was to evaluate the educational policy of citizen participation in regular basic education, aimed at the formation of a student political culture, in educational institutions in Chiclayo. It was proposed as a quantitative research, non-experimental design, descriptive cross-sectional type. Based on a sample made up of 298 fifth grade high school students in Educational Institutions of the Chiclayo District, who applied two questionnaires, one on educational policy of citizen participation, and another on political culture. Among the results, it was observed that 39% of the students presented a low level of citizen participation, from the perspective of knowledge and participatory intervention both inside and outside the institution. Likewise, 36% showed a regular level in political culture, in relation to the cognitive aspect, and high in the affective aspect. They did not know the mechanisms that exist to participate in public affairs, but despite this they showed interest in political issues. The implementation of an educational policy of citizen participation from regular basic education will contribute significantly to the formation of a student political culture in the educational institutions of Chiclayo.
