This article examines the forms and logic of political activism encouraged by international development agencies in Russia by focusing on the project to promote civil society development. The version of civil society that has been brought into being by western design—the third sector—is far from what Russian activists desired and what donor agencies promised. Despite its claims to allow a grassroots to flourish, the third sector is a professionalized realm of NGOs, inaccessible to most local groups and compromised by its links to a neoliberal vision of development. The article pushes beyond some of the recent polarized discussions of NGOs (where they are regarded as either "good" or "bad") to show that despite its ambivalent effects, the idea of the third sector remains compelling to local actors. Drawing on extensive ethnographic fieldwork with provincial women's groups, this article examines local responses to the third sector and considers its unexpected signifying possibilities.
This article contributes to discussions of a public anthropology by bringing participatory action research (PAR) into dialogue with anthropology. PAR appears uniquely compatible with the goals of critical ethnography. Deeply concerned with global/structural inequality, it is also attentive to the power relations inherent within the research encounter; its point of departure is the kind of collaboration that the new (critical) ethnography proposes. However, despite these obvious affinities, few anthropologists have engaged PAR. At a time when more and more anthropologists are advocating forms of collaborative research practice, I argue that these two approaches to research can offer each other a great deal and that juxtaposing them is productive. Tracing the stages of her own fieldwork in post-Soviet Russia, the author argues that PAR offers the ethnographer a stance, or a framework to affect public anthropological engagement in the field. Further, it offers a means by which we can bring critical anthropological insights to collaborative projects for social change.
By interrogating Putin-era civil society projects, this article tracks the aftermath of international development aid in post-Soviet Russian socialist space. State-run organizations such as the pro-Kremlin youth organization Nashi (Ours) are commonly read as evidence of an antidemocratic backlash and as confirmation of Russia's resurgent authoritarianism. Contributing to recent scholarship in the anthropology of postsocialism, Julie Hemment seeks here to account for Nashi by locating it in the context of twenty years of international democracy promotion, global processes of neoliberal governance, and the disenchantments they gave rise to. Drawing on a collaborative ethnographic research project involving scholars and students in the provincial city Tver', Hemment reveals Nashi's curiously hybrid nature: At the same time as it advances a trenchant critique of 1990s-era interventions and the models and paradigms that guided democracy assistance, it also draws on them. Nashi respins these resources to articulate a robust national-interest alternative that is persuasive to many young people. Moreover, rather than a static, top-down political technology project, Nashi offers its participants a range of registers and voices in which they can articulate their own individualized agendas.
