The author of the paper explores the content of the qualification improvement course “Profiling, Interviewing, Identification” implemented in the State Border Guard College of the Republic of Latvia, the questionnaires given to the course participants in order to develop the guidelines for more effective training of border guards in the field of profiling and provides his point of view, taking into account training on profiling delivered in national and international context and level. The paper is aimed to identify the possibilities of improving the border guards’ professional background in performing profiling in line with the current socio-economic, political and migration trends in Europe and in the world. The research was done in the State Border Guard College of the Republic of Latvia and several Central Asia region countries. For this purpose analysis and evaluation of documents, scientific, pedagogical and psychological literature was performed and suggestions for the improvement of border guard training system in the field of profiling were compiled. The author concludes that the current SBGC lecturers` level of proficiency allows to develop and implement any length and content qualification improvement course in the field of profiling. The author recommends to develop a micro-learning approach, namely by creating a variety of short video training materials. Development of profiling methodological instructions at the central level of the State Border Guard would lead to the increase of profiler (border guard) activities efficiency in performing service duties and would allow to operate with profiling related terms, procedures and activities.
The present study explores the specificity and implementation of person profiling methods applied in personal management. Conducting serious negotiations and signing contracts, selecting personnel and carrying out internal investigations – all these processes force today's managers to use law enforcement methods. The method of person profiling is becoming an indispensable tool in economy, in processes of transactions and managing personnel, selecting personnel and determining their motivation.The main aim of the paper is to clarify and scientifically substantiate the necessity for the introduction of profiling as a method in personal management, secondly to determine the content of the person profiling method as a component of personnel management. In order to increase a degree of reliability of the results obtained by the applied profiling methods, the author performed an analysis and evaluation of documents, scientific, personnel management and psychological literature. Based on the analysis, conclusions on the need to implement the profiling method and the possibilities of staff evaluation will be summarized.The study was conducted in the State Border Guard using scientific, pedagogical and psychological literature analysis and evaluation and document analysis research method. The author brought the forward conclusion that profiling methodology allows to receive information that shows not only the organization management problems in the personnel management system, but also allows to make immediate, appropriate and adequate solutions to the management style adjustment, which will undoubtedly lead to the increased efficiency of staff and the whole organization.
The terrorist attacks have highlighted the importance of threats in the cross border dimension in regards to the identification of terrorists, the monitoring of ‘subjects of interest’ and other terrorism-related actors. The essence of research is determined by the dramatic increase of number of terrorists who perpetrated terrorist attacks and had used all available modes of transport, including legal and irregular options for crossing borders. The aim of the paper is to provide assistance in establishing/strengthening identification and profiling mechanisms in order to better distinguish among different categories of persons. The task of the paper is to analyse risk indicators provided by General Secretariat and compare them with European Border and Coast Guard Agency’s developed risk indicators in order to provide a support instrument (methodology for the profiling and identification of the foreign terrorist fighters (hereinafter – FTF) (hereinafter – the Methodology) for risk assessment performed at national level. In order to provide additional support for law enforcement agencies (especially for border guards) the author of the paper will come up with a range of recommendations. Main conclusion: At the national level, it is necessary to develop the Methodology of the FTF. Taking into account Methodology, it is possible to develop a system of risk indicators and apply them in practice to prevent irregular migration, trafficking in human beings etc. Primary methods: content analysis, multidimensional measurement and factor analysis. Achieved results: recommendations made by the author of the paper will improve the border check procedures regarding identification of FTF.
The effectiveness of profiling depends directly on the professional skills of the employee – profiler. The special attention should be paid to the selection and training of profilers. Profiling is a matter of state, public or company security and it is not acceptable that accidental person enters the profilers’ community. The aim of the paper is to identify the possibilities of improving the profiler candidates selection system and their professional preparedness in line with current socio-economic, political and migration trends in Europe and in the world. The research was done in the State Border Guard College of the Republic of Latvia. For this purpose analysis and evaluation of documents, scientific, pedagogical and psychological literature was performed and conclusions about the necessity of profiler selection and preparedness processes development were summarized.The author brought forward conclusion that with strict selection criteria and future qualification raising possibility - the special position held – profiler, should be established.
