The article is devoted to managing the development of digital technologies in the national economy. The analysis carried out in the study showed that the Russian Federation ranks 23 out of 32 in the digital economy development index, however, Russian companies and the economy do not intend to stop and a number of industrial enterprises are ready to invest tens and hundreds of millions of rubles in digitalization in the coming years. The work identified obstacles and risks of transition to the digital economy associated with the lack of necessary infrastructure, knowledge, state support, financial resources, cyber security risks and other factors. As a result, the study proposed a model of factors affecting the development of the digital economy, the management of which will ensure a qualitative and quantitative transition to innovative and digital technologies. In conclusion, the study presents the main findings and results of the work.
Being the most important economic sectors, the energy sector provides significant profits for the Russian economy and is largely dependent on the functioning of several multinational corporations such as Rosneft, Gazprom and Lukoil. Investments in these companies have always been important drivers for the Russian economy. New conditions of the global economy create serious challenges for the sector; therefore, the investment attractiveness of the sector is changing. The authors propose a new approach to the analysis of investment attractiveness, based on the conjugation of technical financial analysis, reflecting the internal factors that affect the companies' performance, and the SWOT analysis of the industry combined with the Doing Business Rankings that give a full picture of the external factors of investment attractiveness. This methodology makes it possible to identify the main specific characteristics of Russian MNCs and develop an investment strategy in the Russian energy sector in the current difficult times. Another result is a strategy for the development of the Russian energy sector in order to attract additional investment. The novelty of the article includes the implied methodology of investment attractiveness and evidence of the high investment attractiveness of the Russian energy sector even in unstable conditions, especially in the COVID economic shock.
This work was based on empirical studies of the credit register and loans issued, which have been compiled by all Russian banks since 2017, for the analysis of bank interest rates by a common factor and subject to the control of the characteristics of the loan. These dates identified bank-specific components in the management information system; also, the same data were used to measure the fragmentation of the accounting lending market in Russia. This paper illustrates the credit market in Russia during the COVID-19 pandemic by analyzing the management of loan rates with existing differences due to the heterogeneity of banks and borrowers in order to achieve a sustainable management system. The results show that the heterogeneity of banks’ decision-making when setting interest rates is high and increased at an early stage of the pandemic. Additionally, the results demonstrate that the banks tightened interest-free lending conditions during the pandemic for sustainable management goals.
The paper considers the assessment of the readiness of Russian production for digitalization processes. The study analyzed the main trends in digitalization in the Russian Federation, the level of available resources for the transition to digital technology. Based on the results of the study, measures were proposed to increase the efficiency of the transition to digital technologies in the Russian industrial sector.
The article focuses on the analysis of the current state, problems and key factors in the development of Russian doctoral education in connection with its transition from 2022/2023 academic year to the implementation of a new model in the context of global trends. As a result of analyzing and evaluating statistical data for 2010-2021 and summarizing numerous publications of researchers, the authors conclude that the trend of steady decline in the efficiency of doctoral education over the past decade is a systemic problem. It is proved that the transition to a new model of implementation of doctoral training programs for scientific and scientific-pedagogical staff aimed at improving its effectiveness, strengthening the scientific component and the quality of PhD dissertations is an important and necessary condition, but not sufficient to solve the existing problem. This study is an attempt to systematize the factors affecting the development of doctoral education in Russia, which determine the possibility of creating necessary and sufficient conditions for the effective functioning of the system of training highly qualified personnel. The authors identify three groups of key factors: dynamic changes in the development of the state policy aimed at improving management in the field of training scientific and scientific-pedagogical personnel; developed ecosystem of educational and scientific organizations that provide doctoral education, including infrastructure, information, financial, organizational resources and scientific potential; doctoral students with interest and abilities in research activities, possessing a set of competencies necessary for the development of doctoral education. At the same time, such prospective tasks are considered as increasing reputational responsibility of organizations, which offer programs for training scientific and scientific-pedagogical personnel; forming effective system of targeted training in doctoral education; developing mechanisms for integration of science, higher education and industry by means of creating consortiums, the incentives for which are laid down in the “Priority 2030” university state support program.
